POSITION DESCRIPTIONOfficial Title/Title Code: Information Technology Specialist 2/479J Working Title: Web ProgrammerPosition Number: 100330Appointment Status: Civil Service; Permanent; 12-month; 1.00 FTE Organization & Location: This position is located in the Office of Research, located at the Pullman campus of Washington State University. Basic Function: Serve as a Programmer. This is a full-time, 12 month position to provide support and coordination of technical needs for the Office of Research programs. The Programmer will be responsible for planning, organizing, and managing technical assistance for the Research Area support units, including: computer & technology assistance and training, application development; website creation & maintenance.Reports To: Information Technology Specialist 3Office of Grant and Research Development Supervisory Responsibility: May direct the work of student and/or temporary employees and interns.Duties and Responsibilities: (E) 45% Website Development? Provide information via OGRD and Gateway websites to Faculty and administrators in support of program goals. The websites will be developed in line with WSU standards for university websites.? Provide ongoing development and maintenance for the OGRD/Office of Research websites, including standards and accessibility testing, training to program staff, coordination with OGRD?s Information Technology Support Unit, and routine updating of site code for standardization and further development of information sources in support of Research Area strategic plans.? Position is also responsible for creation of training classes and/or presentations for all end-users.(E) 35% Web Programming? Development of web based application that interface existing applications within the Research Area using ASP.NET, XML, and SQL. Development and upgrade of OGRD intranet applications including: server management tools, web site content management, and scheduling application. Development and management of Research Area public web presence. Work with staff and faculty to develop interfaces in the website that meet specified needs. Maintain server and applications for encoding and delivering streamed media. Design, implement, and maintain a user interface for editing and accessing streamed media. Maintain backup routines for servers.? Develop online applications to assist Research Area personnel in delivering service to faculty and administrators. Design and create technology solutions to improve delivery of services and to provide for cost-effective work methodology for Research Area staff.(E) 10% - Server MaintenanceTo provide support for server maintenance and upgrades of software and hardware. Maintain documentation regarding users and software for web server. Maintain documentation regarding users and software for departmental file server.(E) 5% - Computer LicensesMaintain and manage hardware and software licensing. 5% - Other duties as assigned Knowledge, Skills,And Abilities:? Knowledge of the basic function of the job? Knowledge of basic management duties associated with automation applications support.? Knowledge and application of server and desktop networked automation ? Knowledge of and skill in server operations and maintenance; use of software applications including databases; word processing; statistical analysis; desktop publishing and briefing preparation. ? Knowledge of University policy and procedures? Strong oral and written communication skills.? Strong organizational, interpersonal and team building skills.? Ability to appropriately handle confidential information.? Ability to prioritize and schedule job assignments for oneself and others.? Ability to bend, twist, kneel, reach and stoop below, in and around workstations to troubleshoot/access computers and retrieve files and equipment. ? Ability to sit for extended periods of time at computer work station and/or desk. ? Ability to travel across campus and offsite to access various types of buildings, University facilities, including travel to statewide facilities.? Speech, visual, and hearing abilities that are sufficient to read and view written materials and effectively communicate and interact with WSU staff and the public ? both in person and over the telephone.? Ability to maneuver in and around confined areas to retrieve materials. Minimum Qualifications: Three years of information technology experience such as analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or telecommunications or network infra-structure equipment, or providing customer or technical support in information technology. Preferred Qualifications:? Knowledge and experience with the Microsoft Integrated Development Environment (IDE). For example: Visual Studio, C#, VisualBasic.Net (VB.net), MS SQL, HTML, XML, and CSS? Experience in workflow and work process automation with interfaces and databases? One-year experience with identified computer applications and systems? Experience in a higher education environment.
