  THE POSITION

EBMUD invites qualified professionals to apply for this temporary limited-term (?LT?) opening in the Information Technology (?IT?) Security Division of the Information Systems Department.  Under the immediate supervision or direction of the IT Security Manager, the LT Management Analyst II performs routine to difficult administrative, budgetary and management analyses in a variety of areas such as general management, administration, budget and finance, and other related areas.  The primary project for this position will be to manage the development of an electronic file and email retention policy for the District.  Assignments will be given without detailed instructions and the incumbent is expected to exercise a wide latitude of independent judgment in the selection of methodology, analytical technique and in making recommendations.  The primary duties for this temporary assignment are to:

? Lead the process to analyze and develop the district?s new electronic file and email retention policy with appropriate department and District staff;

? Perform analysis of current email and network file inventory;

? Perform timely research and analysis of relevant electronic file and email retention management tools and projects at other public agencies and private companies;

? Lead an alternatives analysis of electronic file and email retention and management tools;

? Identify resources needed to develop and implement new electronic file and email retention policy, then work with the manager to secure commitments from project stakeholders;

? Plan and offer an orientation to managers regarding the developed electronic file and email retention policy, including their responsibilities;

? Develop the rollout plan and training for new policy; and

? Keep the manager informed of progress, challenges and any issues that arise regarding the project development.

  REQUIREMENTS

The position requires completion of four years of college, resulting in graduation or its equivalent with major work in business, public administration or a directly related field; and two years of professional experience in administrative, management, budgetary, or systems analyses.  A Master's degree in business or public administration or a closely related field may be substituted for one year of the required experience.  NOTE:  An equivalent combination of education and experience may be considered for this position by including in your application materials written evidence of employment performed at the level of the typical duties of this position and/or coursework in subject areas directly related to this position on a year-for-year ratio.  Previous project management experience is highly desirable.
