Operations Analyst V
Required to implement procedures that support the Navy Lessons Learned database for general distribution throughout the Navy. Coordinate with the OPNAV staff (N5) on all issues involving the NLLS and its interaction with the Joint Lessons Learned Process. Support the Remedial Action Program (RAP). Help coordinate with Joint Staff (J-7 EAD) and other Services to ensure compatibility between the NLLS, Joint, Allied, and service-specific lessons learned systems. Collect lessons learned from each Fleet Management Sites and ensure consistency of terminology between participating agencies. Maintain technical and software development/documentation of the Navy Instructional Input Program (NIIP), Joint Instructional Input Program (JIIP), and Lessons Learned Management Site (LLMS) software; support NLL derivative products, technical operations, maintenance, and training. Ensure validated Lessons Learned and Summary Reports from NAVWARCOL War Games, Fleet Battle Experiments, and other events are submitted in the correct format and are approved for inclusion into a central NLL database. Coordinate the Fleet management site representatives that are responsible for processing new Lessons Learned maintain component parts of the Navy Lessons Learned Database (NLLDB), identify feedback with associated RAP actions, and forwarding feedback data to the NAVWARDEVCOM central site for input into the NLL database. Applicant will be required to work closely with customers in a quickly changing environment that places a premium on good communication skills and ability to coordinate the work of independent small teams. Qualifications: A Bachelor's degree or 10 years of additional experience is required. Must be a U.S. citizen. Prior military background is preferred, may substitute civil service and/or contractor experience. The candidate must be able to work with Navy customers and demonstrate applicable experience across several Navy disciplines Skills and Abilities: Applicant will be required to work closely with customers in a quickly changing environment that places a premium on good communication skills and ability to coordinate the work of independent small teams. The applicant should be experienced with new technical inovations that support collaborative work environments.
