Position Purpose:
This is a hands-on, multi-faceted and dynamic position key to the Sacramento Municipal Utility District's (SMUD's) Business Technology efforts. The successful candidate will add value to SMUD's progressive and challenging business technology environment by acting in a hands-on, visionary capacity to lead technology projects, serve as a technology expert in specific areas of focus, and lead/supervise technology teams; providing supervisory/oversight to jointly manage development and maintenance of business applications and technical solutions for the business units; and operating as a business and technical liaison to SMUD's business units. District title: Business Technology Program Manager.

Essential Functions:
1) Principal Hands-On Technologist: Provide and demonstrate expert knowledge in business technology solutions to meet business operations, product and service requirements for assigned business unit, including negotiations with internal/external customers/clients such as manufacturers, suppliers and systems integrators. Provide visionary consulting services towards adoption and integration of new and emerging technologies. Develop budget, schedule, and resource commitments to meet project and business unit goals and objectives; develop strategies and specific evaluation criteria for measuring and obtaining the attainment of effective technology solutions at competitive costs.
2) Application Development Leadership: Focus on leading a team of developers in the creation of Java, .NET and other custom solutions. This involves, but is not limited to, leading through hands-on experience and evaluating employees/teams; participating in employee hiring and selection processes; coaching, mentoring, developing, training and motivating staff to full potential.
3) Project Management: Consult with Business Technology and business unit representatives to deliver business technology solutions. Develop critical success factors and establish metrics to monitor achievement. Establish project approach and methodology needed to meet these critical success factors. Develop and communicate scope. Develop, execute, maintain and report status on the project plan and budget. Effectively manage team resources, issues, risk, quality and stakeholders. Coordinate efforts to maintain service levels and minimize risk to business operations. Close project by evaluating critical success factors, capturing lessons learned and managing transition to an operational state.
4) Program Management: Maintain effective working relationships with District business units by partnering with managers/process owners, vendors and other assigned business unit representatives as a technology solutions provider and advocate to assist in planning, reviewing, and delivering automation and technology services; promote partnerships across District business units; ensure coordination of goals and objectives to support overall achievement and completion of various projects. Develop business requirements, business case, scope, alternative analysis, and other research to deliver consulting services in technology optimization and employment. Effectively respond to and provide support to business unit management on contracts and agreements, ensuring contracts, and service models support current and future business needs.

Education Required: High School Diploma
Minimum Qualifications:
Experience: 7 years+ of progressively responsible relevant work experience as a working lead/supervisor providing and integrating technology solutions, developing applications, and leading/supervising teams and/or project management efforts.
Education: High school diploma (B.S. Degree in Information Technology, Computer Science or related discipline is highly desired).
Knowledge of: Scientific methods and approaches to problem solving; industry trends related to business and information technology; new and emerging programming languages; principles of systems analysis, design, development and management; concepts of internet working design, centralized and distributed computing; complex computer systems and resources, electronic records and database administration; concepts of telecommunications, video technology, internetworking, e-commerce, security and related systems; methods and techniques for team supervision and exercising technical leadership in a diverse, changing, and dynamic environment; methods and techniques for effective communication and collaboration; performance management techniques related to program and project management; principles and practices for contract management; procedures and practices for cost control and project scheduling; and concepts and principles related to implementing technology solutions.
Skill to: Effectively interpret and translate business goals and objectives into technology solutions, define processes and/or business requirements; partner with management to establish District technology strategic goals and objectives; plan, organize, manage, direct, control, and review the work of others; identify, assess and coordinate training needs for staff; develop, monitor, and/or maintain project budget and schedule; evaluate and resolve complex technical or management issues; negotiate with internal/external management on projects and activities; plan, organize, coordinate, prioritize and schedule projects; and analyze complex issues and development/implement alternatives to meet objectives and achieve consensus; analyze procedures/systems/processes and develop/implement operational improvements; work with business units to develop business cases to evaluate costs and benefits of technology solutions; communicate effectively with customers/clients; and establish and maintain effective working relationships.
Licenses/Certifications:
Certificates in information technology and/or a products/technology- related field from educational institutions or certified programs such as project management.
Desirable Qualifications:
B.S. Degree in Information Technology, Computer Science or related discipline. Completion of a certified program in project management and formal training in effective supervision principles
