GENERAL DESCRIPTION:We are seeking a PACS Lead Engineer for Department for our client in the Human Resources (HR) PIV Card Program. This candidate shall support the Systems Team Lead and the IAM Lead Engineers in the execution of the PIV contact and contactless card solutions. The position duties and responsibilities include analysis, definition, design, implementation, build-out, configuration, testing, integration of the Personal Identity Verification (PIV) Card Project Physical Access Control System (PACS) solutions, systems, processes and tools in the PIV Card Lab and Production environments utilizing Homeland Security Presidential Directive (HSPD ? 12), FIPS 201 and other applicable guidance and standards. This candidate shall have understanding and experience with physical access systems, centralized versus decentralized implementations, solutions, technologies, architecture, and standards. The candidate shall analyze, design, develop high-level physical architecture to deliver the PIV Card system PACS implementation at all system, application and user levels, including COTS hardware and software integration, including COTS solutions AMAG, GE Interlogix, Hirsch Electronics and/or Software House with multiple antenna smart cards. Collect all required information for a successful physical design and implementation. Designs, develops, builds-out, implements, and documents physical architectural road-map for a specific geographical region that rolls-up to higher tier(s) that produces HW and SW requirements, COTS product integration, access card, host controller, cardholder database, access node or field panel, card reader, electric lock, right-sizing, deployment strategy, network topology impacts, high-level component configuration settings, bill of materials and implementation. The candidate shall also develop and request additional tools that are needed. The candidate will act as access management subject matter expert (SME) by coordinating with identity, workflow, authoritative data source and provisioning engineering, and IAM lead, architect and business analysts. The successful candidate must have strong interpersonal and communication skills in order to work with customer stakeholders, developers, the project architects, business analysts, and other team members. The ideal candidate will be currently involved in the HSPD-12 and FIPS 201,standards, suit of COTS products integration and implementation with a job title such as Systems Engineer with an overall minimum of 3+ years experience in the job.

Primary Skills and Responsibilities:
Technical skills should include extensive knowledge of and experience in medium to large Identity/Access Management and/or Smart Card and/or Token Based systems implementation based on industry guidance and standards, access card, host controller, cardholder database, access node or field panel, card reader, electric lock, hardware right-sizing, logical access, network bandwidth analysis and geographical hardware placement ? logical and physical architecture planning; design and development; documenting; and project execution are essential and required. Good knowledge of HSPD-12 and FIPS 201 specifications, standards and guidance.
Skills shall include software engineering standards including development lifecycle and software delivery process experience. Excellent leadership and communication skills are required. Experience with managing change and process in all aspects of the organization including infrastructure hardware and software assets, documents, and all other project assets. Experience interacting with the development organization, production support, testing, configuration and change, higher management, and client to build consensus around service delivery best practices.
Job functions will include oversight as the lead PACS SME of the PVI Card implementation; configuration baseline adjustments; product suite tuning; definition and implementation of a consistent approach for installations across environments (development, test, UAT, Production, and V&V); Production of effective and up-to-date reports detailing the current state of the logical and physical design; and support of the day to day issues as raised by the internal project organization, multitude of product vendors, and all levels of the customer organization. Will assist in the continued enhancement of the engineering processes and procedures.
?Must Have? Qualifications:
? Education: Bachelors degree in computer science or equivalent combination of education and experience. MS in other disciples is desirable.
? Minimum 3+ years of overall design, implementation and/or consulting role
? HSPD-12, and FIPS 201 specifications standards and guidance experience and understanding
? Leadership and team lead experience in implementing medium to large directory based Identity/Access Management Solutions and/or Smart Card based solutions.
? Experience in implementing medium to large directory based Physical Access Control Systems
? Must have hands-on and technical experience in the following; contact and contactless access card, host controller, cardholder database, access node in centralized and/or decentralized system architectures.
? Understanding of Identity/Access Management and Provisioning Solutions, Smart Card and/or Token Based Access Management Solutions, Directory Services (LDAP, AD), Workflow Solutions
? Knowledge of software life cycle process.
? Knowledge of and working experience in multiple computer environments, including Unix and Windows.
? Strong written and verbal communication skills.
? Strong technical project management skills and techniques.
