Description:
Responsible for improving the standardized work processes that address the quality of requirements produced out of the plan and define phase of development projects.  The goal of these improvements is increased alignment between the as-built systems deliverable and the as-defined project specification.  Plan and define phase requirements are used as the basis for project proposal and bid response from performing suppliers and include corporate strategic requirements, customer business requirements, and enterprise non-functional requirements.  This individual must establish a framework for effective requirements definition, including effective techniques for interaction with and communication to stakeholders of the system, mechanisms to capture and manage requirements, and metrics to track the process.  The individual will devote a substantial amount of time to working in the field with specific projects to understand the factors at the client that affect quality of requirements, and to pilot improvements to standardized work/SDP processes.

Activities:
Work with projects in the Delivery Centers to understand current issues with successful requirements definition, and to identify those Delivery Centers that are higher-performing with respect to requirements definition
Analyze project execution and QA data from Delivery Centers to understand requirements definition problem areas for further investigation
Determine extent to which root cause is a lack of process, a lack of process training/knowledge, deficiency in metrics or management, a lack of technical knowledge, or other organizational factors
Pilot potential requirements definition improvements to verify effectiveness
Formulate recommended modifications to Standardized Work processes
Contribute to the release schedule for enterprise processes and related standards
Actively work to integrate and ensure consistency of all SW/SDP process content
Stay abreast of industry standards, specifically CMMi, and actively work to maintain alignment of Standardized Work and SDP with those standards
Act as a knowledge resource for Standardized Work & SDP

Experience defining, managing, executing, and/or accepting systems deliverables in an outsourcing environment
Project and Program Management Experience ? Practitioner?s perspective
In-depth knowledge of Requirements Management and Verification and Validation process areas
Understanding of organizational factors that affect project success
Ability to communicate and interact with project teams and practitioners
Leadership ? ability to lead and influence team members who are not direct reports
CMMi knowledge and understanding
