Program Planning & Ctrl Analyst

Job Description:
Work independently with clients on site in the National Maritime Intelligence Center. On site location in customer facility requires continuous client interface requiring a professional attitude and work ethic. With minimal supervision, independently plan, coordinate, execute and complete assigned program analyst duties. As the principal program analyst, provide technical, financial and program management support for system hardware/software development, repair and logistic support through coordination with other government agencies and contractors. Review and update management and spend plans. Develop and/or update system requirements from threat projections and provide hardware and software ECP analysis. Prepare presentations. Participate in factory acceptance testing, review test plans and procedures. Required responsibilities include preparation of an entire contracts package consisting of actual development of acquisition requests (AR), specifications, sole source justifications, statements of work (SOW), and contract data requirements list (CDRL), and preparation of draft technical directive memorandum, task orders (TO), and contract modification requests (MR) in support of the client.

Understanding of U.S. Navy organization and Navy and other Services military ranks is required. Familiarity with National Maritime Intelligence Center organization is desired. Desire former Navy military service as CTT or CTM field. Will consider AT.

This position requires a final current DOD TOP SECRET clearance based on a single scope background investigation for access to SCI and must pass counterintelligence (CI) polygraph.
