RPG Programmer Analyst (Close date Aug. 8th)

The Housing Authority of the County of San Bernardino is requesting Qualification Statements from a qualified vendor who can serve as RPG Programmer/Analyst for the agency.

 

The selected vendor will assist with the operation and use of HACSB?s AS/400 ERP software suite. The ERP modules that support these operations include General Ledger, Accounts Payable, Purchasing, Fixed Assets, Inventory, Public Housing (including tenant accounting) and  Section 8. The vendor will work with the agency?s Information Systems (IS) Manager to ensure that the ERP software meets each departments' business and reporting needs, that the software's performance and security are optimized, and that all other issues around the use of the ERP are identified and resolved.

 

Duties & Responsibilities may include, but are not limited to:

? Maintain existing AS400 software program and systems integrity

? Work with the agency?s IS Manager to ensure that any custom programming meets users' need;

? Assist with data migration to Dynamics GP and third party housing application; designs, codes, tests, and documents program logic and participate in total application process.  Modifies existing programs to correct problems, improve operating efficiency and/or respond to changes in work processes.  Ensure that program specifications are complete and conform to standards.  Prepare both production and test data to validate programs.

? Maintain customized interfaces in and out of the AS/400 to other system;

? Respond to system problems and restore system functions as required.

? Deliver training to the agency?s IS staff for routine items;

? Perform other related duties as required.

The term of the contract will be for a minimum of one year and support will be needed for an average of 20 hours per week.  A three hour response time will be required.

 

QUALIFICATIONS

 

Education, Technical Experience and Abilities:

? Bachelors Degree in Computer Sciences or related subject is required.

? Knowledge of, and experience with, Advanced Function Printing Development; Embedded SQL; AS/400 Data Sources; RPG III, ILE, CL, DDS, DB2/400 Programming; Query/400 Development experience, is required.

? Knowledge of the UNIX operating system, Windows NT networking, Windows 95/98, and ODBC is a plus.

? Query programming.

? Minimum three years experience supporting major software systems, preferably for a large business or public organization and must have experience in the diagnosis and resolution of user-oriented issues and technical issues.

? Experience in a Public Housing Authority environment is highly desirable.

 

Other Abilities:

? Ability to work independently and with other IS staff along with being capable of relating to a wide variety of system users with various levels of familiarity with systems and technology.

? Ability to handle a variety of tasks at one time and use time effectively to complete tasks within established time frame.

? Good written and verbal communication and organizational skills.

? Problem solving, analytical, logic, change management skills highly desirable.

? Ability to apply systems technology to meet business needs and objectives. 

 

 

 

QUALIFICATION STATEMENT REQUIREMENTS

 

Three copies of the completed Qualification Statement shall be submitted.  Any general or promotional material not specifically relevant to the response shall be omitted or bound in a separate document.  At a minimum, the response will include the following:

 

(1) Cover letter identifying the vendor including name, address, telephone number, fax number, and e-mail address;

 

(2) Name, title, address and telephone number of contact person during period of proposal evaluation;

 

(3) Qualification Statement based on Scope of Services;

 

(4) Cost proposal must be submitted in a separate envelope.  Please submit your proposed fee schedule, including any alternative or innovative approaches to charges, fees, and billing proposed by the firm/individual.  It is expected that all vendors who respond to this RFQ will offer the governmental or comparable lowest rates.

 

(5) List of client references where services were performed.  The client references shall include the name of organization, contact person, address, and telephone numbers.  We plan to contact the references provided as part of the selection process.
