The Technical Lead's role is to design and implement in-house and contracted information systems and software architectures that support specific cross-functional organizational business processes, and assure their high availability. This individual will work within the IT governance structure to gain organizational commitment to architecture plans and designs; as well as evaluate and select technologies required to complete those plans.

Specific Responsibilities include:

Recommend designs that are consistent with BSC's architectural roadmap and legacy transformation strategy.

Develop designs that promote product scalability, extensibility and adaptability.

Manage projects relating to the implementation and continuing renewal of application architecture frameworks, tools and platforms.

Define and implement web based, AS/400 and mainframe system integration and interoperability solutions.

Design and development of BPM/ECM architecture within the Blue Shield environment with FileNet, Documentum, Captaris or any other industry standard ECM/BPM product.

Responsible for performing technology assessments relating to any new application products in the Health Care Products application domain.

Required Skills and Experience:

7+ years of professional IT experience in a large organizations with complex, multi-tiered technical solutions, including Web portals, hosted environments, mainframes, and mid-range platforms; 3+ years of solid experience of J2EE architecture.

In depth technical knowledge of application architectures on mainframe, mid-range and Windows environments.

Experience building the framework for a services oriented architecture (SOA).

Ability to read and write high and mid-level architecture documentation and be able to communicate smoothly between developer, management and architecture level positions.

Must have experience with middleware/application integration products such as MQ Series, SeeBeyond, JAM.

Experience working with BPM/ECM architecture with any of the industry leading products (FileNet, Documentum, IBM Content Manager, OnBase etc).

A high technical aptitude in middleware architectures including Java J2EE messaging middleware application integration and collaboration.

Position also requires development experience with technologies including Java (EJB, DAO, JTA, ORB, Beans, JMS, Servlets, and JSP). Development must consist of deployed, large distributed systems across multiple platforms.

Experience with real time or near real time integration to legacy Mainframe systems highly desired.

Knowledge of data modeling and relational databases; especially Oracle.

Knowledge of hardware infrastructure and networking is desired.

Previous healthcare experience a plus.

Familiarity with network communications technology.

Comprehensive knowledge of English Language Programming or current generation programming languages.

Effective written and verbal communication skills with emphasis on technical writing and requirements documentation.
