Our Care Delivery (CD) BAP is currently seeking a Systems Transition Planning (STP) Solution Consultant to join our CD Solutions Design and Consulting (SD&C) team in supporting our business partners as they transform and migrate operations and systems to Kaiser Permanentes new HealthConnect environment. The STP Consultant will assist our business partner and the consulting team on technical aspects of legacy capability system analysis, legacy retirement and migration path analysis, planning and execution. The expected final outcome of this analysis is the development of recommendations leading to the retirement of legacy systems and the migration of business operations from existing legacy systems to the new HealthConnect environment.

This is a technology position, but requires a business-focused background. This role will work closely with our business partners and information technology professionals. As a consultant within the Care Delivery BAP you will be responsible for understanding the strategic direction, priorities, and needs of our business partners. With this understanding, you will design and facilitate IT based solutions that meet the needs of our clients while adhering to Kaiser Permanentes National Systems Strategy. Our work is performed within the framework of Kaiser Permanente?s System Development Lifecycle known as CDP (Comprehensive Delivery Process).

Once a solution is approved via Kaiser Permanentes Governance process, you will prepare, present or collaborate on all required artifacts and deliverables to the project team that is responsible for the development and implementation of the solution. These deliverables include, but are not limited to: Concept Description, Solution Alternative Analysis, Functional and Non-Functional Requirements, Business Case, Risk Management Plan, Resource Requirements, Project Timeline and Budget. While not primarily accountable for the development or implementation of the solution, you will remain on the project team in a consultative role until the solution is completed.

A seasoned, detailed, organized, ambitious, self starting candidate is desired for the STP Consultant position.

The STP Consultants basic qualifications and responsibilities include:

- Minimum of 5 years experience implementing large, complex technical solutions.
- Demonstrate solid exposure and experience in software development lifecycle and aspects.
- Excellent Customer Relationship Management and Customer service skills with a proven ability to understand a Customers business needs.
- Superior requirements development and management skills with experience integrating business process and system workflows.
- Ability to read and understand complex business requirements and to translate those requirements into clear and concise technical specifications and ensuring that recommendations made are clearly defined and actionable.
- Excellent analytic, problem-solving, and decision-making.
- Strong communication, interpersonal, presentation and negotiation skills;
- Proficiency in Microsoft Word, Excel, PowerPoint and Visio required; proficiency in Microsoft Project and Access is also preferred.
- Significant experience working in a team environment and in a large organization
- Collaborate and facilitate meetings/discussions to conduct gap analysis, evaluate gap resolution alternatives / options and select recommended solution designs resulting in high-level to-be solution business requirements, technical solutions and capabilities being developed in EPIC (Review as-is functional capabilities of legacy systems and develop related technical implications of migrating to new to-be Epic systems. Analyze legacy interfaces & reports and investigate needs in the to-be EPIC solution environment. Provide written documentation in support of recommendations and high level architectural & technical design considerations.).

Preferred Additional Qualifications/Responsibilities:

- Possess a strong knowledge of the interrelationship between architecturally-significant software design considerations.
- Analysis and evaluation of hardware, software, tools, and related processes required to support proposed solutions.
- Significant experience in evaluating software packages and working with application vendors.
- Development of preliminary solution architectures.
- Development of alternative design solutions and design of high-level network models.
- Experience with complex integration and solution design, including managing applications for enterprise data access, development of EDI and near real-time delivery of messages, and experience with import and export to decision support systems/DBs.
- Cost estimating, identification of support requirements for proposed solutions including operational and end-user support.
- Assist in identifying risks to the project and help establish contingency, risk mitigation plans and escalating as necessary.
- Facilitate client/project meetings and provide status on assignments and project information. Periodically communicate project status, progress, and (any) schedule changes to ST Suite Team Lead and other project team members.
- A background in health care and Health Plan (e.g. membership, benefits and claims) administrative systems is highly desired.
- Highly desirable is consulting experience in a globally recognized organization with an emphasis in delivery complex enterprise-level integrated solutions in the healthcare industry.
