General Description: 

Provides advanced specialized technical assistance to support the operations of the School Division?s Human Resources systems. Plans and implements the Human Resources Department?s automation strategy to ensure efficient, effective delivery of services to School customers.  Develops and designs data management and reporting systems and applications to automate manual functions.  Provides troubleshooting and creates and conducts user training.  Prepares systems documentation and drafts procedures and operating manuals.  Assists with software installations and upgrades.  Position requires continual analysis, interpretation and problem resolution.  Requires a strong interest in information technology and close attention to emerging technologies.  Complex work is performed within specific departmental objectives and policies; requires ability to work with minimal guidance and coordinate with others as necessary.

 

Essential Job Functions:

Special Projects

?  Database development and design

?  Develop and design data management and reporting system

?  Serve as IST liaison for system related issues

?  Developing/Maintaining Intranet site for the Human Resources Department

?  Design, assistance and testing of miscellaneous HR systems used by Division employees and applicants

?  Design, develop, and maintain electronic reporting site for reporting on various human resource information.Provides first level PC support for Human Resources staff

?  Monitor, measure and analyze performance of interfaces between major systems, servers, and the presentation and use of Web data.

?  Analyze software and hardware problems

?  Assist users with questions on software applications

?  Disseminate application information to increase the productivity of staff, and decrease down time of PCs

?  Perform maintenance on departmental databasesPC Maintenance and Procurement

?  Assist IST in performing software installation/upgrades

?  Maintain database of all software/hardware currently in use in the department

?  Coordinate PC implementation in the department when new purchases are made

?  Coordinate hardware procurement

?  Recommend hardware/softwareTechnical Support for Customers

?  Provide technical support and maintenance for human resource systems to School Division employeesBusiness Processes

?  Draft administrative policies/procedures and operation manuals for new/modified human resources systems

?  Review current processes and pinpoint opportunities for improvementTechnical Consultation

?  Provide technical information to employees related to projects, reporting, and equipment. 

?   Research current technology to provide solutions for business needs within the departmentSystem Administrative Duties

?  Coordinates training on human resources systems for new users

?  Create, coordinate and/or conduct user training on new and/or existing systems

?  Database maintenance for training database

 

Knowledge/Skills/Abilities:

Considerable knowledge of systems development and programming methodologies and of microcomputers and mainframe data management systems.  Considerable knowledge of Web based applications and multiple interface with relational data systems.  Some knowledge of computer networking.  Considerable knowledge of project management techniques, systems design analysis and Human Resources systems development.  Considerable knowledge of the following desktop PC applications preferred:  MS Windows 95, 98, NT, 2000, MS Office Professional 97 or higher (all apps), MS DOS, IBM PC 3270 or similar terminal emulation software, MS Front Page 2000 or higher, Internet Explorer, Outlook 2002 or higher, WS FTP Pro 8.0 or higher.  Considerable knowledge of the following hardware preferred:  Dell PC?s and laptops, Hewlett Packard and Okidata printers. Demonstrated skill in the use of MS Windows operating systems, Word, Excel and Access software programs.  Demonstrated skill in troubleshooting PC?s and printers in a LAN environment.  Demonstrated ability to provide computer support and troubleshoot PC software and hardware.  Demonstrated ability to write programs and design databases with Visual Basic for Applications and MS SQL.  Demonstrated ability to prepare and present training.  Demonstrated ability to communicate effectively with all levels of personnel. Demonstrated ability to perform complex analysis; to organize and document work and meet deadlines.

 

Requirements:

Bachelors degree in Business or MIS and at least 4 years systems analysis and design experience; or equivalent combination of training and experience.

Reports To:  Director of Personnel

Terms: 12 months, Grade 39
