Technology Export Compliance Specialist

The Company has an opening in the IT Services department for a Technology Export Compliance Specialist. This position will be located in Houston, Texas. This role is directly responsible for ensuring the Companys IT Services compliance with US import/export laws and regulations. This position will work closely with Operations, Corporate IT, Finance, Tax, Legal, Sales, Product Development, and Human Resources to maximize cost efficiencies and ensure adherence to all regulatory and trade compliance requirements for all activities. This person provides expert advice and guidance concerning the requirements and obligations of exporting products and services under the Export Administration Regulations (EAR), International Traffic and Arms Regulations (ITAR), and Office of Foreign Assets Control Regulations (OFAC). This person determines the Export Control Classification Number (ECCN) for all IT service goods (hardware, software, and technology); assists with the development of strategies for the international support and offshore procurement and manufacturing of electronic components, products and services; and prepares, submits, and communicates the status of license applications and other requests for approval to the US Department of Commerce, BIS, and US Department of State. This person determines and certifies appropriate legal authority for exports of commodities and technology.

Knowledge of US Export Administration Regulations, export control compliance best practices, and supply chain management is required. Strong project management and leadership skills and an understanding of export control and employment law nexus is required. Strong risk and change management skills and the ability to make logical business decisions quickly are required. A logistics background is a plus. Knowledge of shipment compliance is required. Candidates must have the ability to deal with data. Knowledge of Six Sigma or other process improvement systems is a plus. Strong negotiating skills and the ability to influence across the company is required. Well developed business acumen and ability to deal with ambiguity is required. Knowledge of US Export License decrementing, reporting, and record keeping is required. Knowledge of US Export License requirements for Libya is a plus. Knowledge of SAP is a plus. A BS in Computer Science, Math or equivalent and 8+ years of industry experience working in a fast paced, high-tech environment is required. International experience is a plus.
