Insurance Personnel Service has a very specialized, highly desirable leadership position to fill.  We are seeking a candidate with a CPA background who is knowledgeable in all aspects of operating an insurance company, including: marketing/selling, design, underwriting, claims, accounting, investments, human resources and systems.  Particular experience in Health Care Group Medical sales is a big plus.  This position reports to and meets with the Board of Directors.  Candidates presently residing in the Bay Area are preferred.

 The Executive Director?s Primary Responsibilities and Activities

?  Lead the Trust in marketing and selling new policies.

?  Ensure that the present policyholders - medical, dental, vision, term life and long-term disability - receive the best possible service in support of their policies.

?  Serve as the final decision maker in interpreting the operating rules of the various Trust programs.

?  Identify and track basic welfare benefit trends and recommend annual changes to the Trust?s structure to protect its competitive and financial viability.

?  Together with the Chairman, develop and prepare Board and Committee schedules, agendas and Board/Committee books and oversee the preparation of confirming meetings minutes.

?  Prepare and present to the Board and annual budget and annual financial statements.

?  Invest the Trust?s investment portfolio in compliance with the Board?s Investment Policy Guidelines and present the results quarterly.

?  Monitor the Trust?s claims experience and, together with the Trust?s administrative firm, present the results to the Board quarterly.

?  Negotiate, renew and maintain all contracts with outside firms providing services to the Trust and ensure the continuous high quality of the services provided under those contracts.

?  Attend periodic California Society of CPAs (?CalCPA?) meetings and maintain a strong, active working relationship with both employed and volunteer CalCPA Leadership personnel.

?  Publish CPAFocus three times each year and update a wide variety of Trust publications as necessary.

?  Ensure that the Trust operates in compliance with the regulatory rules of the various governmental agencies charged with oversight responsibilities.

 Desirable Skills and Experience

?  Be able to demonstrate a strong track record in marketing and selling health and welfare insurance policies.

?  Be generally knowledgeable in all aspects of operating an insurance company, including: marketing/selling, design, underwriting, claims, accounting, investments, human resources and systems.

?  Be generally aware of the regulatory environment that the Trust operates in and of the requirements imposed by the California Department of Insurance, the Internal Revenue Service and the Department of Labor.

?  Be generally familiar with the applicable sections of the California Insurance Code, the Internal Revenue Code, ERISA, COBRA and HIPAA.

?  Be generally knowledgeable about the requirements surrounding the investment of a portfolio of securities.

?  Be able to demonstrate a portfolio of clear written communications.
