Resource Manager, Operations PRM

Description: Reporting to the Director, Operations Planning and Roadmap Management, this position will provide project management leadership to the Operations Resource Planning function. This position will assist, as well as drive, the resolution of resource planning and scheduling in order to keep multiple parallel projects on track. The Resource Manager will work cross organizationally with Project Management, Engineering, Operations, Global Product Planning and QA to facilitate the tracking and resolution of resource requirements. In this role, the Resource Manager will work to improve the Operations Planning and Resource management function through process definition and implementation as well as automation.

Job Description/Areas of Responsibility
This individual will be a Resource Manager in eBay's Operations Planning and Resource Management group within the Global Product Planning team. The position of "Resource Manager" includes coordinating and scheduling Operations cross-functional resources in support of significant eBay initiatives focused within eBay Marketplace. This individual must be able to handle a number of simultaneous projects and tasks and must demonstrate a sense of urgency and ownership to drive issues to completion. This individual must be able to handle a number of simultaneous projects with competing priorities in a fast-paced environment.

Resource management tasks including, but not limited to:
o Facilitation, coordination and management of online resource maps.
o Defining project schedules and resource requirements based on planning methodologies, deliverables, schedules, and tasks.
o Interpretation of validated scope and translation to resource requirements.
o Assisting with scope validation meetings as needed.
o Working with functional and resource managers to book required resources.
o Working with cross-functional teams including project management to ensure project booking accuracy and drive resolution of resource issues and constraints.
o Evolving resource management process and tools to increase efficiencies of Resource Management and Operations Planning and Resource Management as a whole.
o Communicating planning and schedule status.
o Identifying and resolving problems, planning issues, and roadmap changes. Escalation of unresolved issues requiring senior management attention.
o Applying analytical analysis to realize roadmap optimization so business can maximize resource capacity.
o Leading resource management planning to overall success.

Qualifications:
The position of Resource Manager requires a working knowledge of successful business practices including resource management, problem solving, process improvements, requirements definition, and current Internet-based technology. Experience leading and participating in technical and cross-functional projects is desired. Required skills and background experience include:

o Bachelors Degree (or equivalent) and
3-5 years experience with technology industry projects.
o Experience in resource mapping large-scale and enterprise projects is required. Prefer experience with large Internet, web-based projects.
o Experience in problem solving, process improvement methods, and business re-engineering methodologies
o Proven track record in process definition and improvement initiatives.
o Strong verbal and written communication skills.
o Experience in project management process; knowledge of project management software tools, templates and management techniques.
o Advocate of project management discipline and practices, Project Management Office experience a plus.
o Ability to work with and communicate to teams to create and modify resource maps.
o Understanding of resource planning and assignment of resources
o Strong communication, presentation and facilitation skills required.
o Ability to communicate technical concepts and plans.
o Experience in gathering requirements from users and creating technical requirements and specifications.
o In-depth experience with Excel using pivot tables and producing graphs. Access database experience a plus.
o Demonstrated attention to detail through project management related work. Tracking and attention to detail are critical in this role.
o Able to plan and prioritize multiple tasks effectively.
o Keen to learn and adopt new technology and principles.
o Superb analytical skills: both technical and process improvement oriented.
o Able to work both independently and as a team member.
o Able to independently drive projects through to completion
o Analytical and have good problem solving skills Ability to achieve project goals in a fast paced environment with multiple conflicting priorities
