Assistant Vice President, Compliance Administration
The Audit and Compliance Unit is responsible for conducting operational, financial and compliance audits assuring all Countrywide CTC and related entities are operating in compliance with company, agency, state and federal laws, investor guidelines and regulations.
The Assistant Vice President, Compliance Administration assists the Compliance Department in the administration of federal and state laws and regulations and disseminate compliance instructions to appropriate departments/individuals within CTC and all its related subsidiaries. Work involves monitoring the effectiveness of and adherence to compliance policies and procedures. Conducts internal regulatory audits and coordinate internal controls to minimize risk and loss exposure to the company. Recommends modifications to procedures or practices where audit findings support a change in policy or procedure. Manage compliance audit and report findings to senior management.
Primary responsibilities include:
- Monitor federal and state laws and regulations and disseminate compliance instructions to appropriate departments/individuals. Work in concert with unit and branch operations to ensure all areas of CTC and its related subsidiaries are aware of new requirements.
- Process, review, and analyze all surplus fund related claims, or supervise such processes, and make settlement recommendations. Work with claimants to bring all claims to satisfactory resolutions. Report monthly to senior management regarding all surplus funds activity.
- Establish and carry out plans to monitor continued compliance with all state and federal laws related to the business of CTC and its related subsidiaries. Develop, document and plan audit procedures to ensure compliance with same. Develop state-by-state compliance guide.
- Initiate, implement and monitor preventive and corrective actions/modifications to procedures and practices (including technology) and monitor implementation to assure compliance and mitigate losses for noncompliance. This includes modifications resulting from external and internal audit findings for immediate implementation. Identify causes or contributing factors leading to internal control weaknesses and prepare recommendations to correct weaknesses. Recommend system and/or process improvements to correct weaknesses. Work with corporate compliance to develop or update processes, disclosures, tools and other documents required to ensure compliance with applicable laws and regulations. Work with IT to for any technological enhancements or controls.
- Manage and track audit findings. Formulate responses to internal and external auditors of steps taken to correct violations and prevent recurrences. Prepare executive summaries of audit findings and trends to senior management of CTC and its related subsidiaries. Reporting includes action plans and recommendations to cure process or policy deficiencies.
A successful candidate will have:
- High School Diploma, or equivalent. College degree, with a major in Government, Political Science, Pre-Law, Communications, Economics, Finance, Information Technology, or related subject, desired. - Broad and varied knowledge of title insurance and closing operations.
- Familiarity with federal and state laws and regulations that affect mortgage lending and title insurance.
- Superior reading, writing and analytic and editing skills.
- Superior oral and written communication skills.
- Knowledge of the laws regulating surplus funds.
- Minimum 5 years mortgage banking or title insurance experience in the area of compliance, legal, or another mortgage banking or title insurance function offering large exposure to legal and regulatory compliance requirements.
