Director of Comprehensive Permit (40B) Program

MassHousing, the state?s affordable housing lender, administers the issuance of Comprehensive Permits under M.G.L. Chapter 40B for rental and home ownership development proposals, serving as Project Administrator for the Department of Housing and Community Development (DHCD) for those transactions financed under the Federal Home Loan Bank of Boston?s ?New England Fund.?  As Project Administrator, MassHousing has certain long-term oversight responsibilities for such developments, including compliance with limited dividend and affordability requirements.

 

The Director will oversee a staff which will review site approval applications and conduct site inspections; ensure compliance with all relevant laws and regulatory requirements; review cost certifications to determine profitability; and monitor applications at all stages in the pipeline.  The Director will be responsible for the implementation of all necessary policies and procedures, and represent MassHousing with key stakeholders.

 

Candidates are expected to have demonstrated experience and credentials in real estate finance and development, land use law, and/or city and regional planning.  Working knowledge of Chapter 40B or government-assisted housing programs preferred.  Minimum of 10 years of experience in real estate or planning; 7 years with J.D. or advanced degree in real estate, planning or related field.  Candidate must exhibit ability to balance the interests of municipalities, the development community, and residents of the Commonwealth seeking affordable housing opportunities.  Position reports to the Deputy Director.
