Sourcing Specialist or Sr. Sourcing Specialist

SUMMARY:


Procures goods and/or services in a cost effective manner, manages inventory and suppliers to achieve the best value for the company and provides business solutions to clients.  Provides technical expertise to support business and system processes utilized in purchasing, marketing, and managing materials/services in support of Purchasing & Logistics activities. 


 


DUTIES AND RESPONSIBILITIES:


- Develops strategies and plans to support the procurement and inventory management of assigned commodities and/or locations.


- Leads the development of inquiries and bid tabulations; coordinates technical questions and interfaces with clients, other departments, and suppliers; conducts commercial negotiations.


- Issues and administers purchase orders and contracts.  Directs the issuance and administration of low dollar, low risk purchase orders.  Develops Outline Agreements with suppliers.


- Negotiates terms and conditions to minimize corporate risk and liability.


- Manages supplier base and performance.


- Provides excellent service, business alternatives and solutions to clients.


- Supports and implements national, regional or local Strategic Sourcing initiatives.


- Supports and implements National Inventory strategies.


- Provides technical expertise to support business systems and business processes.


- Maintains integrity of system information required for ordering and stocking materials.


- Manages plant or system inventory and ensures material availability.


- Utilize Enterprise Resource Planning Technology (SAP/Business Warehouse) to assemble data, analyze trends, develop forecasts, create reports, design presentations, identify issues and recommend solutions regarding Supply Chain processes, activities, inventory assets and performance.


- Coordinates special Supply Chain functions (e.g., freight management program, Vendor Master, Material Master, etc.)


- Supports and implements company Supplier Diversity (MWBE) initiatives.


- Initiates/coordinates the evaluation and/or pre-qualification of new suppliers when appropriate.


- Provides investment recovery support as required to market and sell obsolete and surplus materials and equipment.


- Resolves problems relating to all Supply Chain processes (e.g., AP issues, vendor issues, expediting, contract administration, claim resolution, etc.)


 


KNOWLEDGE, SKILLS & ABILITIES:


 
A.  EDUCATION


Bachelor’s degree in Business Administration, Engineering, Computer Science or related discipline is preferred. Experience in direct support of operations or maintenance of electrical generating stations is preferred. Applicable experience in related disciplines or industries may be substituted for the degree requirement.  Partial credit may be given for Associate or Technical Degrees. 


 
B.  EXPERIENCE


  Experience is generally substituted for a degree as follows with additional or specialconsideration given for other education, experience and/or proven performance:


 


  Sourcing Specialist — Bachelor’s Degree plus 2 years related experience or 6 years related experience with demonstrated proficiency in the essential job duties.


  Senior Sourcing Specialist  - Bachelor’s Degree plus 5 years related experience or 8 years related experience with demonstrated proficiency in the essential job duties.


 

C. SPECIAL SKILLS/KNOWLEDGE/QUALIFICATIONSDepending on job assignment, may include but are not limited to the following: 

- Knowledge of Purchasing policies, procedures and practices (e.g., negotiation, business law, data analysis, forecasting, economic models, financial reports, business plans, and budgeting).

- Understands competitive business environments, both domestic and international and possesses the ability to react quickly to changes in products and services.

- Knowledge and ability to access, collect and analyze data utilizing available technology and industry related resources.

- Proficient in computer applications including SAP and PC related databases and ability to broaden knowledge as new technology becomes available.

- Knowledge of mathematical calculations required to support inventory and procurement strategies.

- Ability to influence and build consensus both internal and external to the Purchasing & Logistics function in the outside business community.

- Ability to support training programs and assist in the development and training of department personnel. 

-   Self-motivated team player who utilizes problem solving skills, delegation and team approaches to produce high level results.

- Pocesses excellent negotiation and communication skills.

- Knowledge of basic Uniform Commercial Code and business law issues.

-   Ability to navigate in and utilize e-Procurement tools.

- Ability to direct, train, and develop Purchasing Assistants and Purchasing Technicians.

- Ability to network in order to seek out and integrate information that achieves the overall best value for the company.

- General understanding of construction techniques, power plant equipment and operation, and general safety and environmental standards and practices, as appropriate.

- Ability to adapt to new technology.







 

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

Normal office environment with periodic travel for audits of vendor, contractor, and warehouse facilities.  Office may be located in or adjacent to a warehouse facility or within the confines of a power plant.  Other conditions include:

- Requires operation of a motor vehicle; valid driver’s license is required

- Requires standing, sitting, walking, kneeling, twisting, climbing stairs and ladders, and entering plant equipment to access, inspect, or collect data on plant equipment.

- Ability to lift up to 25 pounds and ride in elevator on a daily basis

- Ability to sit, look at a computer screen and speak on the telephone for long periods of time.

- Must have reliable transportation for daily use

 

Alternate work schedules (5-8's, 4-10's, 9-80's) are available but will be determined by client area of responsibility.  Shall be accessible by pager or cell phone, and extra effort outside normal working hours may be required to support client emergency or generating station outage requirements.
