Civil Affairs/Civil Military Operations (CA/CMO) Functional Analyst

Possesses detailed and functional knowledge of DOD/USMC Planning Processes and Marine Corps and joint doctrine related to CA/CMO.  Conducts tactical and operational CA/CMO planning at the conceptual, functional and detailed levels for service and functional component organizations as well as joint headquarters organizations.  Advises and/or performs the functional responsibilities of event billets that may include but are not limited to General and Joint staff sections for both service and functional component headquarters and Joint Force Headquarters IAW area of emphasis.  Performs research of CA/CMO concepts and plans and conducts analysis of factual data and prepares reports, briefs, and documents in support of event scenario development and higher and adjacent headquarters functions.  Participates in and conducts reviews and structured walkthroughs of events, operation orders and plans, information gathering requirements, etc.  Creates and edits documents, analyzes problem areas and postulates feasible solutions. Attends conferences and meetings at both the resident site and other locations off-site. Assists in reviewing classified material and recommends a lesser classification for use in events, models simulations, demonstrations, reports, and/or briefings.  Prepares and presents CA/CMO course material in presentation format in seminar and auditorium type settings. Provide how-to instruction on detailed and functional CA/CMO planning to planning teams. Observe, provide training, product/process review and after-action feedback to select elements of MAGTF CMO Cell/Civil Affairs Group (CAG) operating at the SECRET security level during the course of MSTP supported exercises and events. Participate in CA/CMO working groups, advocacy boards and training courses at the SECRET security level.

 

Civilian Education. Bachelor degree required; major in political science, management, military science, or equivalent area desired.

 

Military Education.  Minimum three years experience in military training and education. 
Attendance at appropriate career development courses or completion of equivalent nonresident courses required.

 

Military Operational Experience.  Minimum four years operational experience in CMO/CA or related fields.
Minimum three years demonstrated knowledge of CMO doctrine, procedures, and command relationships at the tactical level.


Minimum two years cumulative training, education, on-the-job training and assignment to CA/CMO billets. 
Proof of Security Clearance. Must be eligible for Secret clearance.


Minimum qualifications can be waived by the Marine Corps.
