NBC SPECIALIST - KUWAIT

 

Job Location:  Kuwait

Purpose: Under the direction of the Supervisor, this position has responsibility for the NBC property, warehousing, inventory, issue and customer support to include training.
Supervisory Role: Assigns work and leads up to seven Eastern employees.

Essential Duties and Responsibilities:
1. Assigns tasks to subordinates and acts as the Secondary Property Custodian for the CSA NBC Hand Receipt.
2. Assists the supervisor in regards to issue, receipt, storage, maintenance, accountability and training of all NBC equipment.
3. Ensures the proper equipment is fit tested and issued to the customer when they in process.
4. Conducts physical inventories of equipment and properly dispositions the equipment that is turned in when the customer out processes.
5. Manages property control and administration of NBC equipment using manual and automated supply procedures.
6. Trains subordinates in work related tasks and ensures strict compliance with the statement of work (SOW) as it pertains to the NBC Section.
7. Establishes administrative procedures for the NBC section, to include the implementation of the Army ARIMS filing system.
8. Interprets equipment authorization documents (TDA and CTA), and establishes procedures and responsibilities for acquisition of NBC defense equipment.
9. Conducts training for new employees that are not familiar with Individual Protective Equipment.
10. Ensures the section is operated within the standards of ISO 9000.
11. Prepares and edits required Contract Data Requirement Lists.
12. Ensures the compliance of physical security procedures to safeguard and protect, Government Furnished Property from loss of theft.
13. Adheres to internal and external Standing Operating Procedures (SOP?s), and implements the Property Control Plan.
14. Enforces safety directives, ensures hazardous materials are properly handled and reported, and performs other duties as assigned.
15. Provides input to the supervisor for evaluations of subordinates on job performance.

Essential Knowledge, Skills and Abilities:

1. Education: High School Diploma or equivalent. Additional formal education at the vocational level in the Nuclear, Biological, Chemical career management field. Work experience may be substituted for vocational education on a year for year basis.
2. Experience: Recommended to have at least 6-8 years experience working as a Chemical Staff/Operations Specialist at the Army Battalion staff level, or higher or civilian equivilent. Three years military or civilian experience in property accountability and property administration is preferred.
3. Specialized Knowledge:
a. Should have a thorough knowledge of Army NBC policies and procedures.
b. Should be knowledgeable of Individual Protective Equipment.
c. Should have some knowledge of supply and supply related functions.
d. Should be knowledgeable about policies and procedures for hazardous materials.
e. Should have a general understanding of office procedures and administration support.
f. Must have an excellent understanding of all safety directives and polices regarding the operation of Material Handling Equipment.
4. Skills:
a. Requires a high level of customer service skills, including interpersonal skills, responsiveness, and problem solving.
b. Must have high-level organizational and planning skills so that workflow is managed efficiently and effectively.
c. Requires high proficiency in the use of MS Office, including Word, Excel, Outlook and other related applications. Keyboard skills preferred.
5. Certification/Registration/Licensing:
a. Must be able to obtain U.S. Government Motor Vehicle Operators Identification Card (OF 346).
b. Must be able to obtain: a 4K-6K-Forklift license, Certification of Completion for the ULLS-S4 Operator, Certification of Completion for the Use and Maintenance of M8A1 Automatic Chemical Agent Alarm System, Certification of Completion for the PATS Test Machine.

Work Environment and Physical Demands:
1. Office and Warehouse Environment. Work days: Saturday through Wednesday. Hours: 6AM to 5PM. 48 hour work week. Some overtime is required.
2. Required to observe all safety and health requirements for office and warehouse environment.
3. Must be able to lift up to 50 lbs.
