CRDF Award Administration & Grant Assistance Program
The Deputy Director will be responsible for, in coordination with the Senior Director, the general management of the Award Administration and GAP Department, consisting of 3 service units, each led by a Senior Manager and a Financial Services unit led by the Grant Financial Manager. The Department consists of 19 full-time staff and 4 part-time with additional staff in Moscow, St. Petersburg, Vladivostok, and Kyiv.
The Department is responsible for providing high quality grant and contract management services to CRDF programs and to external clients including:
Grant and Contract Negotiation and Implementation Financial Management and ReportingGrant and Contract Due Diligence and OversightAward Document ManagementPolicy & Procedure Development for Grants & ContractsStatistical ReportingRegulatory Compliance IssuesForeign banking, taxes, host country concurrence and other project implementation issues.Grant Assistance Program (GAP) Services for External Clients
The Department manages over a wide-range of grants and contracts throughout Eurasia and other countries with annual payments of over $30 million including CRDF-funded projects and projects administered on behalf of over 160 external clients including USG, for-profit companies, universities and other organizations.
Duties & Responsibilities:
Provide direction and guidance to the 3 Senior Managers and the Grant Financial Services ManagerOversee coordination of Department activities with staff in foreign offices. Develop, evaluate and ensure compliance of Departmental policies & procedures relating to grant and contract management.Monitor and, as required, addressing regulatory, taxation, financial, banking and other operational areasIdentifies Department operational priorities Plans and coordinates staff travel and project audits. Evaluating and responding to audit results. Prepares, with Senior Managers input and consultation with Senior Director the Department?s annual budget, and defends its elements and manages Department financial resources. Reviews and analyzes specific grant management needs of other Departments. Coordinates implementation with Program Directors and staff.
Qualifications:
q Masters degree equivalent in Public Policy, international relations, international development, or any field related to CRDF activities, plus minimum of 5 years experience in international grant/contract management, finance/accounting, or related field. Experience in international law, particularly with intellectual property issues/international business transactions a plus.
q Must possess minimum of 3 years supervisory experience.
q Must have experience in training and solid presentation skills.
q Ability to communicate and interact effectively and professionally with all levels.
q Strong client skills.
q Strong organizational skills and attention to detail.
q Creative approach to problem-solving.
q Ability to work with and prepare detailed financial and statistical reports and analyses.
q Russian language reading proficiency preferred. Proficiency in other Eurasian languages or languages of Middle East or South Asia a plus.
q Must be available for international travel.
Salary Range: $71,000-$84,000 dependent upon experience.
