Director, Foreign Fulbright

The Institute of International Education (IIE) is a world leader in the international exchange of people and ideas. As an organization devoted to opening minds to the world, IIE administers programs for students, educators, young professionals and trainees from all sectors. The Director, Foreign Fulbright division gives overall direction to the division.  He/she is responsible for management of the Foreign Fulbright Programs and evaluates and coordinates the services provided by other IIE divisions and offices under contract by the Department of State/Bureau of Educational and Cultural Affairs (ECA).  Along with the Vice President, the director is accountable for those services and for recommending and implementing changes, and responsible for maintaining effective IIE working relationships with ECA and overseas Fulbright program offices. 

 

Responsibilities Include:

1.  Directs activities to division responsible for management of the Foreign Fulbright and related programs.  The Director carries overall responsibility for assuring that the unit meets IIE's contractual commitments to Department of State and provides appropriate services to grantees, that these activities are carried out in accordance with contract provisions and with IIE, State and Fulbright policies.  The Director is responsible for evaluating the results of these activities.  Primary responsibility for efficient and effective performance of the world area Fulbright Program management units ? workflow, program policy issues, reports to sponsors.

 

2.  Responsible for fiscal supervision of the division's programs and for program funding projections for Department of State.

 

3.  Responsible for administrative budget, monitoring and cost control.

 

4.  Responsible for selection, assignment, training, development, and evaluation of staff as well as for coordination of their work within IIE, and with Department of State and overseas Fulbright offices.

 

5.  Works closely with other divisions and departments including the regional offices; reports to the Vice President on the timely and coordinated delivery of services and resolution of problems as they pertain to services provided to Fulbright students and sponsors.

 

6.  Maintains contacts with the ECA in Washington and with Fulbright Commissions/US Embassies in over 100 countries.  Makes recommendations on procedures, policy and program initiatives. 

 

7.  Assists VP/Student Exchanges and other officers or individuals responsible for program development in establishing contacts and developing and putting forward program proposals to other organizations.

 

8.  Represents the program and IIE at outside conferences and meetings.

 

9.  Prepares seasonal reports for State Department and other sponsors, carries out special studies on request, and prepares annual administrative contract presentation to State for Foreign Student Program.

 

To be considered a candidate for the position, an applicant must have:

? Graduate degree preferred, plus at least 10 years of substantial management experience, including financial, budget management, and program development responsibilities;

? Demonstrates ability to work effectively with sponsors and senior managers; 

? Demonstrates supervisory and analytical skills;

? Extremely strong writing abilities;

? Broad knowledge and understanding of university systems in U.S. and overseas,  including immigration and regulatory issues;

? Language skills and overseas experience desirable.
