Mitigation & Planning Coordinator
INTRODUCTION
The SEPA Chapter of the American Red Cross provides disaster relief assistance to people affected by natural and manmade disasters in Philadelphia, Chester, Delaware, Montgomery, and Upper Bucks Counties. Red Cross disaster relief focuses on meeting people?s immediate emergency disaster-caused needs. The core of Red Cross disaster relief is the assistance given to people affected by disaster to enable them to resume their normal independent lives.
SUMMARY
The Mitigation and Planning Coordinator is primarily responsible for the development, coordination, and implementation of Emergency Services planning to ensure that the necessary authorities, resources, coordination, operating procedures and organizations exist to provide effective Red Cross disaster services. The Coordinator ensures a continuous process of research, analysis, decision-making, testing, implementation, updating and project coordination to ensure Preparedness goals are met.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Create and revise systems to ensure Chapter?s readiness to respond 24 hours a day in SEPA jurisdiction.
? Ensure accurate completion and submission of annual Chapter Disaster Readiness Assessment (CDRA) in support of Chapter Performance Standards. Directs planning and execution of tri-annual Chapter Disaster Readiness Exercise and Evaluation (CDREE).
? Compile and maintain the Disaster Response Plan, annexes and other related documents to ensure compliance with National Red Cross guidelines. Ensure plan contains elements that are measurable, achievable and designed to support quality service delivery.
Establish and manage systems for disaster threats, warnings and incident notification. Ensure that any system developed allows for coordination with notification systems in place at the Service Area office.
? Perform research, provide statistical information and analyze readiness growth and trends to assist Chapter in the planning process. Proactively advise and support Emergency Services management in all matters pertaining to department planning. Provide direction on concept of operations for all levels of response and scenarios, including the Disaster Action Team structure, as well as the development of effective Standard Operating Policies and Procedures for disaster response.
? In coordination with Manager of Disaster Services and Manager of Preparedness, investigate, analyze and implement new technologies to improve strategic operating effectiveness of Red Cross organization.
? Work with Manager of Disaster Services to ensure an evaluation system for all High Level I and higher or unique or unusual disasters. Conduct after-action reviews and define and outline corrective preparedness measures.
? Work with Manager of Disaster Services and Training & Volunteer Development Coordinator to create a drill and exercise schedule for all components of the SEPA Disaster Services Program. Update department policies and development plans.
? Develop modeling/simulations and draft implementation plans targeting high-risk areas.
? Develop statistical reports, maps and data presentations helpful in building the department's understanding of local and national Red Cross response patterns.
? Based on identified community needs, develop and implement disaster awareness/prevention outreach activities, including training, presentations and advocacy.
Act as a SEPA representative to Emergency Management, Fire Department, and all other emergency services officials to build effective working relationships and collaborative opportunities.
Other Key Responsibilities
? Act as staff liaison for DAT Teams.
Assist with coordination of adult mitigation or community disaster education to address requests from local community organizations and businesses and to target communities with high disaster rates.
Coordinate the production and distribution of monthly outcome measurement statistics and advise department management on program changes.
Train and develop in Disaster Services Human Resources (DSHR) staffing functional track for Disaster Services.
? Carry pager and cell phone to participate in on-call disaster response, special events.
Perform other duties, reports, assignments, and projects as assigned.

? Flexibility and willingness to adjust shifts when the need arises as in emergency or unusual situations.

Provide leadership and support of Department management in nurturing a positive and healthy environment for staff and volunteers.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
Bachelor's degree from four-year college or university; or 1-2 years? related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions
percentages, area circumference and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS:
Current driver's license. Appropriate clearance of criminal background check.
OTHER SKILLS AND ABILITIES:
Strong skills with Microsoft Office and spreadsheets. Strong presentation skills.
