PROGRAM OFFICER
CARE USA is seeking a motivated self-starter for the position of Program Officer. Based in CARE USA's headquarter office in Atlanta Georgia, the Program Officer provides programmatic and administrative support to the East and Central Africa Regional Management Unit (ECARMU). S/he is the key support person for the Atlanta based ECARMU team and plays an important role in supporting the Nairobi, Kenya-based ECARMU team. S/he is a liaison between the country offices in the region and headquarters as well as between country offices and US government donors. S/he assists the Program and Liaison Coordinator in reviewing project proposals and donor reports, managing grants, and preparing the unit's annual budget and monitoring expenses. In addition, the Program Officer provides input in developing regional- and country-level annual operating plans. During emergencies, he/she coordinates meetings and serves and a critical communications link between country offices and various headquarters teams. S/he takes a lead in information management and serves as a central point on communications related to ECARMU. This includes maintaining the project database for the region, updating regional contact information and calendars, storing key documents and reports, and managing ECARMU communications to the country offices and headquarters unit. The Program Officer represents the Program Liaison Coordinator in his/her absence or as required in meetings on emergency programming and other functions. Qualifications: Bachelor's degree in International Development, Business Administration or a related field; minimum of three years experience in administrative support, including proven experience in budgeting and budget monitoring; superior skills in MS Office suite; and excellent written and oral communication skills.
