Senior Director of Emergency and International Services

General Summary

The Senior Director, Emergency & International Services is responsible for planning, developing, administering, delivering, and evaluating the delivery of hazard mitigation, relief, casework, educational programs, and community outreach services through programs, services, and activities in Disaster Relief, Armed Forces Emergency Services, and International Services. 

 

ResponsibilitiesPlans, develops, implements, and evaluates the chapter?s programs in Disaster Relief, Armed Forces Emergency Services, and International Services consistent with established guidelines of the national organization and the mission, goals, and strategic direction of the Board of Directors of the Chapter. Ensures the ability of the Chapter to effectively and efficiently respond to all levels of all disasters; builds the capacity of the Chapter to manage and deliver services for operations of increasing complexity and scalability. Ensures the ability of the Chapter to effectively and efficiently provide required emergency and casework services within American Red Cross Armed Forces Emergency Services. Ensures the ability of the Chapter to effectively and efficiently provide required emergency and casework services within American Red Cross International Services. Assumes direct management of all disaster operations identified as Level II or above; in consultation with senior management, determines and implements the structure of the disaster response. Establishes and maintains an effective administrative system that includes development of short/long term objectives/strategies and development/maintenance of an adequate departmental budget.  Develops, manages, and monitors objectives, performance standards and the budget. Maintains accurate records and systems designed to track performance in service delivery.  Identifies issues and trends related to the future success of the program. Establishes and maintains strategic alliances, networks and working relationships within the community including, but not limited to, various agencies, military, local and state government, local chapters, the national sector, the academic community, and other organizations that have an interest in preparedness and response. Manages and supervises the Washington Metropolitan Area Collaborative Disaster Project organizing a comprehensive system of preparedness and relief designed to organize and maximize the combined assets of all Red Cross units within the local area.  Develops and fosters collaborative and effective working relationships across the organization.  Provides leadership for employee relations through effective communication, coaching, training, and development of assigned staff.  Provides leadership to various volunteer steering and operational committees that provide direction to the respective programs and services.  Initiates and implements innovative ways to involve the community in assessing needs, program development, fulfillment, expansion and promotion through participation. Continuously increases the utilization of volunteers in building organizational capacity; develops, trains, and supports volunteers to accomplish and expand the work of the unit. Monitors and evaluates performance of assigned staff.  Takes corrective action as necessary on a timely basis in accordance with chapter policy.  Ensures compliance with federal, state, and local regulations. Effectively manages and ensures departmental diversity. Performs other related duties as assigned.

 

 

Qualifications

The ideal candidate has at least a Bachelor?s Degree from an accredited college or university with a major in non-profit management or business and five years work experience in a managerial position.  In lieu of a degree, a minimum of 10 years of related experience including experience with an organization directed in the field of emergency management will be considered.  The candidate must have excellent managerial, customer service, marketing, interpersonal, verbal/written communication, analytical, problem solving and project management skills.  Must be flexible and adaptable in various situations and work settings, be able to work independently, and be able to prioritize and multi-task.  Ability to professionally interface and negotiate with external organizations and internal colleagues is a must.  The incumbent must be able to obtain a security clearance.

 

 

Working Conditions:

Work may be performed in a normal office environment where there is no physical discomfort due to temperature, dust, noise, and the like.  Very often, however, work is performed within the community out of the office at the scenes of disasters and emergency work.  Evening and weekend work is frequently required.  Travel is required throughout the region of responsibility.  Some out-of-area travel may be required, as necessary.

 

A background check may be required at the discretion of the chapter.  A valid driver?s license and good driving record is required to operate chapter vehicles. This position may require the ability to lift small objects weighing up to 30 pounds.
