Supervises the management of the business affairs of the school district. - Provides, within the school district resource, for the payment of its legal obligations. Determines the validity of vendor claims.- Recommends cost savings measures to the board/superintendent and has authority to disapprove requests for purchases which are not consistent with economy of operations or the approved appropriations.- Is an integral part of the board?s negotiating team (s). The Executive Director of Buisness Operations and Treasurer will estimate the costs associated with proposals or the board bargaining units to their economic impact upon the budget; will work closely with the other members of the bargaining team to develop negotiating strategy and to implement the economic portions of ratified contracts according to agreed-upon terms.? Assists with budget development and long-range financial planning. Works in cooperation with the superintendent and treasurer in the projection of revenue and expenditures and in preparing and implementing the appropriation resolution (budget) and spending plan for all board funds.? Manages the district?s real estate and insurance programs.- Administers the rules and regulations of the board with regard to the utilization of school facilities by school and community organizations.- Makes recommendations to the superintendent and board with respect to necessary and adequate insurance protection. Executes insurance contracts that have been authorized by the board and serves as liaison between the district and its insurance underwriters for claims covered.? Supervises the district?s support services.- Supervises school district?s purchasing program. Conducts a uniform purchasing program of all supplies and equipment; prepares specifications and secures bids (proposals) when required, for the purchase of school furniture, equipment, supplies, services, etc., including necessary advertisements. Negotiates contracts with vendors. Monitors costs and trends and reports operating results to the board and the superintendent periodically or upon request. - Supervises the food services director. Administers the food service program through the food service director to provide meals in the school buildings.- Supervises the Director of Transportation. Administers the operations, repairs and maintenance of transportation resources through the Director of Transportation.- Supervises the Director of Building and Grounds. Administers the operations, repairs and maintenance budgets through the Director of Buildings and Grounds.? Works with Human Resources to assist in recruiting, hiring, training, supervising, and evaluating all clerical, business and support staff. Approves the selection of business services, cafeteria, and transportation personnel.? Develops a facility maintenance and expansion program and supervises plan construction. Advises the superintendent relative to technical elements of new construction and alterations of existing facilities.? Administers a budget control system for areas of direct responsibility.- Monitors year-to-date expenditures.- Maintains a current system-wide inventory of and accounts for school equipment, furniture and supplies. Arranges for the distribution to school buildings of necessary supplies.? Coordinates safety programs regarding fire prevention, fire inspection, emergency weather alerts, energy conservation and school bus safety inspection.? Acts as advisors to the superintendent on all questions relating to the business affairs of the district. Serves as district spokesman on business affairs.?
