eBusiness Manager / Sr. Manager Quote to Card

BSC is looking for a driven leader to build and lead a high performing redesign team. The team will transform the underlying Quote to Card (QTC) processes, systems and tools that support the IFP business unit across all channels. The goal is to make it easier and smarter for consumers and producers to do business with Blue Shield of California.

o Become IFP Senior Management's trusted advisor in the business transformation process. Develop expertise around business unit needs and problem root causes. Develop future state vision, solution recommendations, and obtain buy in.
o Manage the QTC IFP solutions team responsible for solutions strategy, business requirements, project scope, roadmap, sizing, resource planning and business cases
o Help secure support and funding for the IFP Quote to Card Program.
o Provide subject matter expertise across business units to relevant transformation teams in one or two functional areas (e.g. Underwriting Automation).
o Rapidly help build the capacity of the Quote to Card program by recruiting and training top talent, and developing and implementing best practices for product management processes.
o Develop a differentiated end-to-end customer experience from bidding and quoting through card issuance. Identify state of the art solutions for data capture, workflow process optimization, task automation and communication tools.
o Responsible for vendor selection and contract negotiations.
o Partner closely with relevant internal groups ( e.g. IT, Installation and Maintenance, eBusiness) on identification of solutions, definition of projects and technology/vendor selection
o Maintain full accountability for the delivery (time, quality, budget) and monitoring results (producer satisfaction, cost reduction, process improvements, adoption) of individual projects.
o Lead cross-functional project teams, including external consultants and technology vendors in the implementation of complex technical solutions
o Fanatically represent the voice of customers, both external (brokers, end customers) and internal (sales/operations), that are served by the Quote to Card process
o Provide leadership, support, and expertise to IT, Sales, and Operations for business decisions that impact or are impacted by the Quote to Card process
o Maintain current knowledge of industry/competitive trends in insurance product tools

Addional Requirements:
o Bachelors degree from top school with high GPA; MBA or masters in healthcare preferred
o Experience managing complex or cross-channel technology projects strongly preferred.
o Ability to execute successfully within a fast-paced, constantly evolving environment.
o Excellent strategic, problem solving and analytical skills
o Demonstrated organizational, product and project management abilities
o Experience managing teams of five to 30 professionals
o Demonstrated experience in gathering and coalescing design requirements into a product vision
o Understanding of healthcare systems and tools including web portals, data exchange, underwriting automation tools.
o Team player with large amounts of empathy, flexibility, high energy and sense of humor
o Management experience including executive level communication, vendor assessment and negotiation.
o Outstanding communication and persuasion skills

Additional Requirements for Senior Manager position:

o Bachelor's degree and 15+ years related experience or an equivalent combination of education and experience
o Extensive experience in healthcare(2+ years working with web portals, data exchange, or other forms of elctronic business solutions)
o Management experience including executive level communication, vendor assessment and negotiation

Bachelor's degree, 10+ years experience or equivalent education and experience.

In-depth experience in eBusiness/web/internet/ EDI/technology.

Knowledge of Online Business Services to include functional knowledge in one or more of the following areas: Healthcare Payer, eBusiness, Internet channel creation and management, Info Tech understanding, marketing business management and operations; Staff leadership, finance, marketing, negotiation and persuasion skills.

Or

Knowledge of Production/Product Management to include online functionality presented through Internet/Intranet/ Web applications (Portal concepts); Product capabilities in the portal, content management and communications arena; Transaction processing marketplace-EDI, and/or direct connections (HIPPA); ability and knowledge to work with technologist in context of product solution identification, enhancements, support and maintenance; Customer service, help desk processes, support and service level agreements.
