Complex Opportunity Bid Manager

IBM, Global Business Services (GBS) is seeking a Complex Opportunity Bid Managers (COBMs) lead for the development and production of large, complex proposals for IBM. COBMs lead teams of 15 to 50 (or more) people in the development of specific written deliverables including technical and price proposals, oral presentations materials, and operational capability demonstration materials. COBMs lead win strategy development, development of win themes, competitive differentiators, and they verify proposal compliance with client requirements and instructions. COBMs work in conjunction with opportunity owners or capture managers and IBM business advisor functions including Procurement, Pricing, Contracts and Negotiations, and Legal. Complex opportunity bid managers use project management tools and techniques to define and execute project schedules, manage costs, and provide proposal status to IBM leaders. Desired Skills
Successful Candidates will have 5 years U.S. federal proposal management experience and 8 years project management experience. Prefer proposal management experience in the U.S. federal government sector using disciplined proposal development methodology and familiarity with federal acquisition regulations. MUST BE LOCAL TO THE WASHINGTON DC METRO AREA.
