Job Description

Job Title: Division/Country Manager, Saudi Arabia

SUMMARY
Responsible for the division?s P&L and leading the strategic and commercial development of the unit as well as the day to day business operations including partner relations, Drilling operations, contracts, accounting/support, HSE, quality and employees matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (other duties may be assigned).
? Responsible for division?s P&L.
? Responsible for contributing to development of the strategic plan and for execution of the strategic plan.
? Responsible for developing the annual operating budget.
? Responsible for developing the annual capital spending and AFE budget.
? Oversees the day to day business operations.
? Maintains company assets and records in accordance with company policies.
? Leads HSE commitment for the division.
? Ensures strict adherence to FCPA, the Code of Conduct and company policies.
? Develops and maintains JV Partner relationships critical to the success of the business. Represents Company interest.
? Develops and maintains local/regional relationships (customer, vendors, and government) critical to the success of the operations.
? Leads and manages area marketing, customer interaction, and business development in coordination with corporate Business Development. Interacts with key customers as necessary to ensure business is maintained and/or developed.
? Reviews contracts to ensure company?s interests are maintained.
? Ensures appropriate inventories are maintained. Responsible for inventory turnover and maintenance.
? Oversees major equipment moves.
? Leads employee development, training efforts, and succession planning.
? Monitors and manages preventative maintenance and approved capital spending.
? Ensures proper coordination takes place between division, region and corporate staff functions.

2006 KEY OBJECTIVES
? HSE objective is no injuries, accidents or harm to the environment. Achieve TRIR target.
? Establish operations organization and infrastructure to smoothly transition start-up and operations of four JV rigs contracted to Saudi Aramco.
? Achieve budgeted financials (EBITDA, etc).
? Achieve budgeted DSO level.
? Achieve budgeted R&M level.
? Achieve budgeted Down Time level.
? Ensure all capital spending is assessed thoroughly, properly documented and approved per delegation of authority.
? Ensure contracting and procurement of all activities, services and equipment conforms to requirements for efficient tax management.
? Ensure all accounting work is performed in accordance with company policies and procedures.
? Ensure customer focus, including timely response/feedback to issues associated with Company performance.
? Ensure the division meets all requirements associated with the Quality Management System and internal audit, including SOX compliance.
? Monitor and evaluate competitor activities; recommend appropriate response to protect Company objectives.
? Ensure all managers are actively engaged and participate in the performance management and operation success planning processes.
? Ensure effective and ongoing communication with all Company personnel

SUPERVISORY RESPONSIBILITIES
? Provides oversight, guidance and leadership to Division/Country Commercial/ Finance/Admin Manager, Operations Managers/Superintendents, HSE Manager and other direct reports as appropriate.

? Must have at least five (5) years of profit/loss responsibility at some level.
? Must have the ability to lead a large organization, as well as work individually to solve problems.

? Must have a solid understanding of drilling rigs with their associated equipment and inventory requirements.
? Must have worked, and preferably lived, in an international location for at least five (5) years.
? Must be able to travel extensively.
? Must be able to interact effectively with diverse cultures and multiple functional disciplines.
? Must be able to communicate effectively at all levels of the organization as well as with partners and customers.
? Must be an excellent manager committed to developing the workforce and operating safely at all times.
? Must be able to understand the dynamics of the market place and define and implement business plans which meet financial objectives.
? Must have strong computer skills.
? Must have a knowledge and awareness of national and local regulatory agencies, laws and regulations.
? Must be able to read and understand accounting/financial statements.
? Must be able to delegate effectively and handle multiple tasks simultaneously.
? Must be fair, but tough minded and capable of making necessary business decisions which may no be viewed favorably by employees.

EDUCATION and/or EXPERIENCE
? A Bachelors degree in engineering or business is preferred.
? A minimum of 20 years of progressive experience with at least 10 years in a supervisory capacity and international experience as an expat is required.
? Commercial experience is required.

LANGUAGE SKILLS
? Must be proficient in English. A second language is an advantage.
? Must possess excellent oral and written communication skills.
