Area Overview:

The Research Support Function provides full spectrum support for the economic research functions of the Federal Reserve Bank of New York. Key services include: Automation and Unix network support; Information management, library, and reference services; Web technology implementation and support; Publications production support; Desktop services and computer deployment; Data services and application development; Business planning and support; Administrative services; Training and development services; and Visiting scholar, professional recruitment, conference and seminar support.


This job posting is for a junior budget analyst, who will assist in monitoring and coordinating the planning, preparation and presentation of the Research Functions (composed of eight business areas) budget to the Bank's central budget department.




Job Responsibilities:

Assist in the preparation and submission of the operating, support and capital budgets of the Research Functions;
Work closely with a senior budget analyst, management and staff throughout the Research Functions to prepare the annual budget submission;
Monitor the Research Functions' expenses on an ongoing basis. Evaluate monthly and annual budget variances and produce management reports;
Create and/or modify budget spreadsheets, reports, and procedures as required;
Create and provide support for databases containing budget information;
Analyze annual budget submissions to identify trends and assist in developing strategies to meet Bank budget targets;
Learn and quickly develop proficiency in the Bank's automated budget tracking system(s);
Act as liaison to the Bank's central budget department regarding budgetary and expense control matters;
Manage acquisitions and process payments for the Research Functions; and
Complete ad-hoc projects for management as needed.

Job Requirements:


Bachelor's degree, preferably in Accounting or Finance or two years of related or equivalent work experience;
Strong, demonstrated knowledge of the policies, practices and procedures in the area of budget administration and expense control;
Demonstrated use and knowledge of budget automation/information systems
Demonstrated ability to conduct complex financial/budgetary analyses, produce reports and communicate findings in writing and verbally;
Solid PC skills including spreadsheet, word processing, database and graphics software (Advanced MS Excel and Access skills) are essential;
Strong analytical and problem solving skills;
Ability to work well independently and with others;
Excellent communication (both verbally and in written forms) and interpersonal skills, including the ability to effectively communicate with the senior management of the group and external business contacts are essential;
Ability to interact effectively with all levels of management and staff.
