Duties and Responsibilities:
Provides program management and systems acquisition support for the development, procurement, integration, test, and support of capabilities for the CV-22. Provides support to the CV-22 Developmental Systems IPT Manager. The incumbent will be responsible for: Managing, coordinating and prioritizing the activities of a multi-disciplined team of Government and Contractor personnel in order to meet program objectives and goals; Prepares, manages and briefs status of program cost, schedule, technical performance and risks; Develops, processes and coordinates systems acquisition strategies and documentation; Reviews and provides recommendations on program acquisition documentation, requirements and reports; Participates in planning and provides recommendations/inputs to program budgets; Participates in planning and provides recommendations/inputs to contract performance evaluation. Specific Duties Include: Develop contractual documentations (request for proposals, statement of work, contract data requirements, technical directions letters, technical evaluation memo, reports, etc); Coordinate document with impacted disciplines e.g contracting, configuration management, engineering, financial, logistics, etc; Monitors and provide recommended course of action regarding contractor cost and schedule performance and financial health; Review and evaluate proposals, trade studies, and reports and provide written assessment; Assist in programming, planning and budget activities and assist in reconciling contractor cost performance reports and billings documentation; Prepare briefings and present status of projects during program meetings such as the Risk Board, AF Review Board, AV/CRB, CCB, Development IPT, CVLT, and PSR; Assist in the development and coordination of acquisition reports for example, DAES, SAR, MAR, SITREP, etc; Assist and provide input to contractor performance reports such as CPAR, IPAR and Award Fee; Attend and participate in program reviews and meetings such as Risk Board, AF Review Board, AV/CRB, CCB, Development IPT, CVLT, and PSR; Provide feedback regarding issues and recommend solutions; May require travel to the following locations: Philadelphia Pa, Ft Worth/Amarillo, Tx, Edwards AFB, Ca, Kirtland AFB, NM, MacDill AFB, Fl, Hurlburt Fld, Fl, Wash, DC.
Qualifications/Requirements:
Bachelor's degree and a minimum of ten (10) years experience in program management, technical, or business analysis discipline; and A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning. Demonstrated written and oral communication skills commensurate with technical role are required. Experience Desired: Level II Program Management, Management of a multi-disciplined team, Knowledge of DOD, AF or Navy system acquisition processes, Knowledge of PPBE, Knowledge contract performance evaluation processes, Completion of assigned work with little or no supervision.
Security Clearance Required:
Must be able to OBTAIN a clearance at the SECRET level.
