Quality Assurance Manager

Responsibilities will include, but are not limited to the following:
Overseeing all quality assurance (QA) activities. Overseeing development and maintenance of the Quality Management System (QMS), promoting and executing quality standards, inspection processes, test methods, quality plans, documents and reports. Working with Quality Management Committee to identify quality processes and authors, or assisting others to author, review and approve quality procedures, work instructions, forms and templates. Establishing and maintaining a project QA intranet. Content includes but is not limited to quality policy, objectives, process maps, quality documents and records, quality manual, metrics, training materials and certification documents. Being responsible for version control. Maintaining the historical Quality Assurance files. Developing and executing quality communication plan to educate, market and promote Total Quality Management within the Project. Developing and managing implementation of a QA plan that includes all contractual and corporate deliverables and stated and implied contractual requirements. Developing audit plans and directing auditing activities in all areas of the QMS; selecting and evaluating auditors, documenting non-conformance(s), and reporting non-conformance(s) to management. Supervising the Quality Assurance Coordinator in the provision of on-site quality control activities. Managing review of task requirements, existing business processes, evaluating their effectiveness and identifying inefficiencies in processing and/or potential weaknesses that may cause inaccurate processing. Coordinating findings with functional managers and training coordinators. Identifying appropriate tools and data collection methods. Quantifying financial impact of results. Overseeing internal quality team activities and presenting data and conclusions clearly. Following up on corrective action requests from internal and external audits and transfers learning. Performing other duties as may be assigned by the management.
The ideal candidate will possess:
Bachelor?s degree from an accredited college or university; BA/BS in business administration. Master?s degree preferred; five years of management or supervisory experience combined with demonstrated track record of accomplishments as a quality assurance manager ideally in a service environment. Experience in implementing ISO 9001:2000 preferred; strong business acumen, judgment, and maturity with the ability to differentiate strategic versus non-strategic opportunities knowledge of statistical theory and statistical process control preferred. Proven analytical/technical aptitude evidenced by 5 or more years of successful experience in quantitative role. Knowledge of quality assurance principles and techniques focused on process and performance assessment and improvement. Ability to handle multiple priorities and anticipate needs; flexibility and ability to interact at all levels of organizations; ability to manage time-sensitive and confidential information; process orientation and customer focus; and ability to author process documentation at a fast rate and meet related schedules. High computer literacy; proficient in developing spreadsheets (Excel preferred), cc: mail, word processing, database, and project management and Quality Assurance applications. Excellent problem-solving, organizational, interpersonal, written, and verbal communication skills; statistics experience, education or ability to learn; ability to perform comfortably in a fast-paced, deadline-oriented, and collaborative work environment; ability to successfully execute many complex tasks simultaneously; ability to work independently. Knowledge of and experience with federal and state government programs serving disadvantaged populations is preferred.
