Position Description & Responsibilities

?

Responsible for all aspects of Navy Strategic Programs subcontracts in accordance with Draper and U.S. Government procurement policies and procedures. Will interface with high level Government, Draper Management and with outside Contract and Program Management personnel. Successful candidate must be able to manage major production related procurements via CPIF and FPI based subcontracts. In addition to subcontracting expertise, the individual is expected to have knowledge of the programmatic implications of his/her activity. Will perform these responsibilities with minimal supervision and will exercise judgment based on experience and knowledge.

Essential Functions

?Develop requests for quotations and proposals.Obtain proposal/quotations, perform cost/price analysis and ensure conformity with the RFP/RFQ requirements.Prepare pre-negotiation position based on technical evaluation, DCAA audit, historical data and cost analysis.Coordinate with the SP Contracting Officer to justify the proposed action on the Subcontract.Fact find and negotiate the proposal with the Subcontractor including cost/fee and terms and conditions.Develop a record of negotiation to document the process and provide a permanent record.Ensure that?all appropriate certifications and representations are received prior to Subcontract award.Prepare Subcontract routing packages to ensure that proper signature and authorization is obtained.Ensure that Subcontractors comply with technical and financial requirements of subcontracts. Coordinate with?subcontractor and program management?when there are problems and otherwise ensure that contractual deliverables are being met in a timely manner.Interact with other Draper departments (i.e., Technical, Legal, Accounting, Property, Contracts, Receiving, etc.)Review contract terms and conditions, address legal issues, determine financial risk and advise Draper Program Management as it relates to subcontracts and utilize the Draper Subcontract Team and Conditions Guidelines document as a reference for Draper policy.Review invoices and approve payment.Participate in development and revisions to Purchasing policies and procedures.

Required Education & Experience

?

Bachelors degree in Business or equivalent?and 4 to 8+ years related experience in Subcontracts. Working knowledge of FAR/DFAR is preferred. Position requires negotiation and analytic skills, written and verbal communication skills and a through familiarity with Microsoft Office (Word and Excel in particular).
