The Defense and Homeland Solutions Operation of the Engineering & Infrastructure Business Unit, Science Applications International Corporation (SAIC), has an immediate need for a Deputy Program Manager to support a high-visibility, fast-paced $200M+ DoD Program. This position will be located in the Abingdon, MD location. As the Lead Systems Integrator (LSI) for the Installation Protection Program (IPP) for the Joint Project Manager Guardian, SAIC is responsible for providing CBRN detection, protection and response solutions for over 100 military installations worldwide. Activities supporting this mission include site design, equipment installation and fielding, training, installation exercise, integrated logistics support, system modernization, and program management.

This position will serve as the full-time second to the Program Manager with an internal (SAIC) technical execution and administrative focus. Position requires significant related experience in managing and solving technical issues, effectively managing change and impacts and demonstrated ability to motivate and direct technical and staff personnel. Characteristics necessary for success include: analytical presentation and problem solving skills; the ability to gain internal support; to operate independently without direct supervisor; and the ability to establish a solid working relationship with customers, technical staff, managers, and peers.

The Deputy Program Manager?s responsibilities include, but are not limited to: Lead technical implementation of the Program; Conduct internal technical audits and quality reviews; Oversight of the implementation of a strong Quality Assurance program on all technical aspects of the program; Lead continuous improvement actions assigned by the Program Manager; Serve as the lead on the planning, internal/external coordination, and execution of client requested data calls; Lead oversight and support of Subcontract management process (bid strategy, price/technical analysis, negotiations and change management); Provide technical and management support to SAIC Contracts Manager; Review staffing allocations and utilization; Track and manage senior technical staff performing independent deliverable reviews; Serve as the management lead on interface with Human Resources; Conduct performance reviews of assigned senior staff; Support/conduct periodic internal and external project review reporting (technical and cost). Extended travel associated with this position is expected to be less than 25%, weekly travel to Washington DC may be required. Due to Federal contract regulations, US citizenship is required.

Education: Bachelor's degree in Engineering, Science or other related technical area. Advanced degree preferred. PM certification and/or training a plus.

Required Skills: Minimum of 12 years related technical experience with increasingly complex operational assignments, including 5 plus years of supervisory experience leading projects/programs with experience demonstrating cost, schedule, and technical performance successes. Proven strengths in the following areas is essential: communication and facilitation (written, verbal and in presentation form), quality assurance, technical infrastructure, Human Resources, business finance, scheduling, contracts and subcontracts.
