Director of Program Management

This position will be responsible for managing a portfolio of projects associated with the modernization of and/or conversion from legacy platform/core systems. The incumbent will be responsible for ensuring legacy modernization portfolio alignment with BSC's overall strategy, and identification and coordination of interdependencies with business and functional units company-wide.

Works closely across business and IT units, project teams and other programs to ensure Senior Leadership Team is provided with information needed to make timely and effective decisions about strategic projects, priorities and activities.

Supports strategic, enterprise-wide projects during pre-formative, analysis and scoping phases.

Drives scope, process, and implementation recommendations for large-scale projects or process changes.

Works directly with business unit Directors Vice Presidents, Sr. & Executive Vice President to ensure their specific objectives are addressed and evaluated appropriately.

Collaborates with BSC-IT and business units to assist with project gating process for strategic funding.

Evaluates risks, opportunities, sequencing, scale, timing, and rationale for various large scale projects.

Works closely with leadership to ensure departmental, business-unit and BSC company objectives are achieved.

Regularly interacts with senior management across BSC where appropriate.

Develops comprehensive updates for senior management addressing potential opportunities, risks, contingencies, and/or course direction recommendations --- selects appropriate channels for delivery and designing reports and presentations that help leaders grasp key organizational, technical, process, monetary, impacts of various large- and smaller-scale projects.

Masters degree in Business Administration, Healthcare Administration or other related degree and 8 years of progressive project and/or program management experience, or equivalent combination of education and experience.

Requires broad understanding of BSC functions (esp. company products, program management and project management processes).

Knowledge of Health Insurance Operations and broad knowledge of the industry and environment within and outside of BSC.

Ability to communicate effectively --- from front line staff up through senior leadership.

Ability to serve as a change agent, ability to influence at all levels of the organization.

Experience leading teams through change; ability to quickly initiate and serve as an advocate for change.

Experience handling cross-project conflicts.

Demonstrated leadership, project management, program management and consulting skills.
