Manager - Global Export/Import Operations
Job Description:
Provide subject matter expertise to Raytheon businesses through scheduled internal training of the licensing process, regulations, trends and D-Trade use. Develop and implement effective export licensing strategies on behalf of assigned operating unit(s) of the Company with U.S. Government (USG) Regulators for the international marketing, sales, support, offshore procurement and manufacturing of defense articles. Team with assigned business unit(s) to work related issues and to promote effective solutions in support of business export authorization needs. Lead and direct the submission and USG advocacy of associated license applications, Technical Assistance Agreements, Manufacturing License Agreements, Commodity Jurisdictions, Brokering Authorizations and other requests for approval to the Directorate of Defense Trade Controls (US Dept. of State), the Bureau of Industry and Security (US Department of Commerce), Office of Foreign Assets Control (US Department of Treasury), and U.S. Customs and Border Protection (CBP-Department of Homeland Security). Develops and implements operating procedures for ensuring adequate export license application awareness levels by business unit employees in affected functional areas (e.g. Contracts, Program Management, Procurement, Manufacturing, Engineering). Support Legal function in compliance audits of export licenses/agreements.
Required Skills:
Bachelor?s degree and 10 years applicable experience. Expert applied knowledge of U.S. Export Regulations (e.g. International Traffic in Arms Regulations, Export Administration Regulations, and Foreign Assets Control Regulations). Demonstrated knowledge in export license preparation, submission, and approval processes. A demonstrated ability to team with colleagues in the business unit(s) in a manner to provide effective solutions to complex export license requirements and needs. The candidate will possess superior advocacy skills, including the ability to effectively communicate in writing and orally the Company's position to U.S. Government officials with regards to exporting defense articles or commercial/dual-use products, technology or software. Demonstrated capability to think clearly and quickly under pressure, and the composure to satisfy multiple and often competing interests. The successful candidate will be assertive with internal clients and external customers, and demonstrate a successful track record of creating solutions for internal clients.
Desired Skills:
Minimum of 10 years working for a defense industry exporter or defense export regulator.
Required Education (including Major): Bachelor's Degree in Business Administration, International Relations or related field.
