Program Analyst

MSD is an employee-owned company of over 600 professionals who support the diverse technical, scientific, and administrative needs of the Federal government. We are currently searching for a Program Analyst to support the Office of the Director (OD), National Institutes of Health (NIH). This opportunity is a permanent, full-time position with MSD and it is on-site at the NIH in Bethesda/Rockville, MD.
Major Duties and Responsibilities
? Provide a range of administrative and technical functions related to biosecurity in life science research, outreach activities, biosafety issues, programs for training and education in biosecurity.
? Assist with scheduling and staffing of team meetings; prepare agendas and issue briefs; and assist on special project related to biosecurity.
? Review Institutional Biosafety Committees (IBCs) compliance with NIH guidelines.
? Develop educational materials, such as Web pages for IBCs, to convey key compliance information and aid in the understanding and interpretation of NIH guidelines.
? Assist with planning, organizing, and executing meetings, conferences, and teleconferences.
? Work with the logistical contractor in preparation for meetings.
? Assist in the preparation of background and briefing materials. Coordinate the collection and assembly of such materials. Researches various sources of information to include various subject matter and correspondence files, conducting Internet searches, and contacting outside offices and individuals to locate appropriate information relevant to a specific activity.
? Review correspondence for accuracy, completeness, grammar, and conformance.
? Attend various meetings, when needed, making notes and following through on commitments and assignments made at the meetings.
? Establish and/or maintain appropriate files of correspondence, reports, reference materials, and publications.
? Other duties as assigned.
Position Requirements
? Laboratory experience and personal exposure to the research environment. An understanding of how research is conducted and supported within academic institutions and the government.
? A basic understanding of scientific principles concerning microbiology, molecular biology, and infectious diseases.
? A basic understanding of the principles of biosafety, including methods of physical and biological containment of potentially hazardous organisms.
? Familiarity with the CDC/NIH Biosafety in Microbiological and Biomedical Laboratories preferred.
? Knowledge of the roles and responsibilities of Institutional Biosafety Committees (IBCs) preferred.
? Knowledge of Web technology and the use of the Internet and World Wide Web to conduct searches and to update and recommend revisions to the Office?s web site and to enhance and promote its use.
? Skill in the use of personal computers to include various word processing, database, spreadsheet, and presentation software, e.g., WordPerfect, Word, Access, Excel, PowerPoint, and FrontPage.
? Skill in writing and editing in a clear and logical manner in order to compose various materials and correspondence addressed and/or distributed to advisory committee members and to high-level officials both within and outside of Government, national and international.
? Excellent verbal and presentation skills.
? Ability to establish priorities, deadlines and organize functions to meet important situations.
