Program Planning and Control Analyst

 

Description:

The Program Planning and Control Analyst serves as the direct aide of an Aerospace Program Manager. In this role, the PP&C Analyst will be responsible for integrated cost and schedule planning in addition to development and maintenance of schedules and their associated metrics (CPI/SPI), and appropriate analytical review of program development to ensure successful on-time completion.

 

Responsibilities:

?  Manages program schedule creation and maintenance including baselining and Work Breakdown Structure (WBS) development; resource loading, task detail management, and Activity Based Management.

?  Interfaces with Program Managers, all Program Stakeholders and Engineering Centers of Excellence to determine project milestones, scope, and resources required. Will also develop/maintain Risk Management Plans, Change Management Plans, and Program Plans.

?  Facilitates schedule reporting and analysis using Earned Value Measurement Techniques (CPI/SPI); conducts analysis of schedule integrity; ensures proper schedule configuration management.

?  Regularly reports out to program management team on such items as:

o  Program Milestones and their progression

o  Project/Deliverable-Level Earned Value Metrics

o  Resource Plans and their Fidelity

o  Actual vs planned vs forecast budget

?  Supports department/program level budgeting process

o  Accepting requests for estimates, program re-plans and changes.

o  Drives internal estimation for all feature and scenario planning activities,

?  Performs project accounting and time tracking; perform audits and conduct reviews of schedules to ensure traceability, linkage and integration.

?  Participate in the implementation of PM Tools, common metrics and process standardization for project tracking and oversight.

 

Qualifications:

?  Experienced, accomplished Project Management specialist ? preferably in a regulated industry such as Aerospace or Pharmaceutical

?  Strong understanding of PMI Project Management framework and Earned Value Management (EVM) is a must.

?  Understanding and familiarity with Activity Based Management concepts and WBS development.

?  Demonstrated capability in Program / Project Planning and Scheduling.

?  Strong Communication skills with employees at all levels and of varied backgrounds.

?  Strong understanding and working experience with Microsoft Project, Access and Excel

?  Strong working knowledge of integrated product development systems (IPDS) ? phase gate process tracking the development o SW/HW through full lifecycle -  and process and concurrent development process

?  Ability to impact change in processes and culture.

?  Ability to multi-task and assess priorities in a complex and demanding environment.

?  Green Belt/Six Sigma Certification Preferred but not required

?  Experience with multiple financial systems is desired: SAP, Oracle, MPM

?  BS/BA degree, equivalent experience may be used in lieu of advanced degree.

?  PMI Certification strongly preferred.
