Project Manger – Energy Procurement

Job Requirements:
Candidate must have a Bachelors Degree in Business, Economics, Finance, Engineering, or an equivalent combination of experience, training and education. Demonstrated the ability to analyze complex financial, regulatory and/or business problems, as well as an understanding of state and federal regulatory functions and processes. Candidate should have excellent analytical skills and computer skills, and be able to communicate complex information clearly and effectively. Excellent writing and presentation skills are required for this job along with demonstrated experience in writing testimony, regulatory filings, responses, briefs and other documents common in the regulatory environment. The Project Manager must be able to work effectively with other people and be capable of leading large and multidisciplinary project teams. Candidate should have a basic understanding of deregulated wholesale power markets and power and gas procurement activities including contracting, settlements, demand forecasting, planning and power system operations. Candidate will typically possess seven or more years of experience in contracts, regulatory or strategic planning, including five or more years experience in project management.

 

Preferences:
MBA or other graduate degree desired.  Experience with the California Energy markets, regulatory processes, and experience with products and procurement processes in the wholesale energy market.  The ideal candidate will have prior experience developing and implementing regulatory strategy solutions.  In addition, experience with Californias electricity market structure and a familiarity with CAISO Market Redesign (MRTU) activities.

 

Typical Responsibilities:
The Project Manager will work in Energy Supply and Management (ES&M) Departments Regulation and Compliance division and will participate in a wide variety of regulatory proceedings and other business activities that impact SCEs electrical capacity, energy and natural gas procurement functions. In part, this project manager will support the development of a comprehensive AB57 compliant procurement plan document, including getting Commissions approval. This project manager will also represent ES and M in various other procurement related issues such as the procurement incentives mechanism and policies for new generation development. This project manager will also provide regulatory support to various competitive solicitations that ES&M conducts in course of its business, including getting Commission approval for transactions. This project manager will manage cross-functional teams as well as act as an individual contributor in performing various regulatory advocacy functions. This project manager will be required to monitor regulatory proceedings and regulatory, legislative and industry initiatives related to the electricity markets and procurement processes in California. This project manager will be responsible for conducting analysis, drafting testimony, sponsoring testimony as a witness, responding to data requests, reviewing and commenting on various submittals in regulatory proceedings, reviewing regulatory decisions, participating in regulatory forums and stakeholder meetings, developing regulatory strategy, and assisting with the preparation of other regulatory filings. In addition, the project manager will be expected to assist and support other project managers and managers in ES and M in various regulatory proceedings as well as in ensuring and demonstrating compliance with regulatory requirements.
