SENIOR ACCOUNT MANAGER
BACKGROUND:
The Department of Small Business Services makes it easier for companies in New York City to form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce. SBS manages seven NYC Workforce1 Career Centers across all five boroughs of New York City. The Centers are co-located with NYC Business Solutions Centers, which provide businesses with access to skilled labor through customized recruitment and training tailored to a company?s specific needs.
The NYC Business Solutions Hiring and Training unit helps businesses hire and train employees in key sectors through a coordinated network of Account Managers located in all Workforce1 Career Centers and Business Solutions Centers. The unit serves as a single point of contact for businesses using our hiring and training services. The NYC Business Solutions Hiring and Training unit is organized along industry sectors deemed strategic to the economic growth of New York City: Aviation, Construction, Healthcare/Bioscience, Hospitality/Tourism, Industrial/Manufacturing, Financial Services, Media/Film, Retail, and Technology. In 2006, NYC Business Solutions Hiring will focus its outreach efforts across 3-4 key industries.
The Hiring and Training services include:
1) Hiring: help large companies recruit, pre-screen, prepare and hire employees city-wide.
2) Training: provide technical assistance for a New York State training grant and manage the NYC Business Solutions Training Grant program that awards up to $300,000 for businesses to upgrade the skills of their employees and new hires.
JOB DESCRIPTION:
The NYC Business Solutions Hiring and Training unit is seeking a Senior Account Manager reporting to the Director of NYC Business Solutions Hiring. The Senior Account Manager will manage large strategic employer relationships and work with over 30 Account Managers located in all seven Workforce1 Career Centers to fill job orders for those employers. Usually, large job orders require more candidates than any one Center can recruit, screen and refer on their own.
The Senior Account Manager will be responsible for the development, implementation, and project management of system-wide recruitment and training projects that correspond to his/her industry desk(s). The Senior Account Manager will work with the Director of Business Development to initiate business relationships.
SPECIFIC RESPONSIBILITIES:
-Sales: sell/market hiring and training services to large employers in specific industries, resulting in new and repeat customers. In that capacity, the Account manager will work with other NYC agencies (Economic Development Corporation, Mayor?s Office) to identify and pursue business opportunities
-Relationship/project management: manage portfolio of customized recruitment/training initiatives, special projects, and employer relationships within a given industry or industries, resulting in fulfillment of business customer needs. This will involve coordinating city-wide hiring teams (with staff at each Workforce1 Career Center) and tracking/reporting results to senior management
-Industry research and consulting: provide value-added human resources consulting to businesses by becoming an industry expert in select industries. To build and maintain industry expertise, the Senior Account Manager will conduct regular labor market research, attend industry association meetings, follow and map industry trends, etc.
-Operations: identify and implement process improvements for system-wide hiring initiatives. Work with the Agency?s Strategic Operations unit to enable SBS to respond more quickly to employer needs
-Reporting: compile data, synthesize information and communicate relevant points verbally and in written reports
-Technical assistance: provide technical assistance to businesses applying for training-related grants, resulting in a higher conversion of inquiries to grants disbursed
-Evaluation and other project-based work: support the implementation of business/employer focus groups, a business customer service survey (or other regular evaluation/feedback processes), and tracking systems for business outcomes
-Supervision: help develop a project plan for interns and oversee their work
REQUIRED SKILLS:
-Experience in one or more of the following industries: Hospitality/Tourism, Retail, Industrial/Manufacturing, Technology, Healthcare/Bioscience, and Financial Services
-Strong background in sales and large-scale relationship management
-Experience in project planning and/or program management
-Strong organizational, analytical and written/oral communication skills
-Proficient with basic Microsoft Office Applications, including MS Excel, MS PowerPoint. Familiarity with Visio or Adobe Acrobat preferred
QUALIFICATION REQUIREMENTS:
1. A master's degree from an accredited college in business or public administration, human resources management, management science, operations research, organizational behavior, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: private sector sales, personnel or public administration, recruitment, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management/financial administration, management or methods analysis, operations research, organizational research, or in a related area;

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
