SYSTEMS TRANSITION MANAGER I (ORGANIZATIONAL CHANGE MANAGEMENT)

Organizational Change Manager wanted to work on the City of Albuquerque's Enterprise Resource Planning (ERP) Project and other City projects.

 

The City of Albuquerque is looking for strong Information Technology candidates who can help the City transition from outdated mainframe systems to a PeopleSoft ERP environment.  We have a wide variety of positions available.  Successful candidates will work on a major project to implement and support PeopleSoft ERP Financial, HR/Payroll, and Budgeting applications.  These positions will provide responsible assistance in facilitating the introduction and maintenance of management information services for City operations; perform a variety of systems analysis duties in the design, implementation and maintenance of management information systems and supporting computer hardware and software applications; and perform a variety of technical tasks relative to the assigned areas of responsibility.

POSITION SUMMARY:

Plan, direct, and manage organizational change management activities and programs related to the implementation of computer systems for the City of Albuquerque; develop and implement organizational change management plans that will move the City toward being a process-based organization, and monitor the transition processes and activities.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor's degree from an accredited college or university with major course work in humanities or a related field, plus six (6) years organizational change management or organization development experience to include three (3) years of direct supervisory experience in a management and/or administrative capacity. Must have experience providing organizational change services for at least one (1) computer systems implementation project. Course work in Organization Development, Program Evaluation, Quantitative Analysis or Qualitative Analysis is preferred. Experience in organizational change management and/or organization development within the public sector preferred. 

 

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES IN THE FOLLOWING AREAS:

Operational characteristics of organizational change management methodology including strategic planning, organizational design, process improvement, performance measurement, continuous improvement, and computer systems development 

Organizational change management tools and techniques to understand, create, and lead change; build personal and group resilience during and after project implementation; determine and allocate resources needed for implementing change; and manage consequences of project implementation and change

Negotiate with key players for resources, for changes in procedures, and to resolve conflict

Gain commitment to project plans and ideas from potential skeptics and resistors

Bring together key stakeholders and establish effective working groups to define and delegate respective responsibilities clearly

Network for the purpose of establishing and maintaining appropriate contacts within and outside the organization

Conduct program evaluations

Apply strong communication and people skills to include delivering briefings, serving as a mediator, and interviewing capabilities

Analyze problems, identify alternative solutions and project consequences of proposed actions, and implement recommendations in support of goals

Communicate clearly and concisely, both orally and in writing
