Department Manager is responsible for development and operational management of the contracts, personnel and supporting organization for technology development and support for Optical Remote Sensing, ultra wide band sensors, high power lasers, lidar systems, RF and laser effects. Department Manager has direct budget authority for indirect expenditures associated with both business development and departmental operations. Department Manager is responsible for overall facilities management for ITT facilities in the ABQ area. Department Manager is expected to be an active participant in the CBRNE thrust area and cross matrix with other AES department managers business developers to extend ITT capabilities particularly in the area of CBRNE detection technologies. Individual should have demonstrated experience in management of defense-related R&D contracts and/or SETA-support contracts including management of diverse technical teams. Individual should have demonstrated customer relations skills preferably with one or more of the customers directly supported by Department Y.

Department Manager is responsible for the cost, schedule and performance of programs or subsystems of major programs. Department Manager directs all phases of programs from inception through completion. Department Manager participates in the negotiation of contract and contract changes. Also coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Department Manager acts as primary customer contract for program activities, leading program review sessions with customer to discuss cost, schedule, and performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Typically has an advanced technical degree and through a continuity of experience can provide technical expertise, practical engineering/scientific judgment and business acumen to the technical management of a complex program, and/or supervise technical aspects of a program.

Requires 15 years of technical, program development and management related experience in a government contracting environment. A BS degree (required) advanced degree preferred in engineering, science or related technical field with comprehensive specialized experience in the management and oversight of technical over-arching inter-disciplinary project teams and programs. Successful candidate will have 10+ years in management and technical experience in new product development and/or technical support for complex systems development.

Most positions require candidate to have a current favorable Single Scope Background Investigation (SSBI). Some positions will require completion of a polygraph examination.
