JOB SUMMARY:

 

The Vice President, Portfolio Center of Excellence is responsible the design of tools, guidance and project management tracking methods of the PCOE to ensure that project deliverables meet end objectives. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for the design of tools, guidance and project management tracking methods to ensure that project deliverables meet end objectives  Provides analysis to ensure that deliverables are consistent, integrated and comprehensiveMonitors on-time achievement of objectives, specifically challenges local status and develops enterprise wide status reporting to EOT and across portfoliosDefines path to project management maturityDevelops and manages a Business Case review and monitoring processDevelops a prioritization mechanism that reviews regional, divisional and enterprise portfolios and allows gated investment based upon strategy alignment, funding / resource availability, benefit realization and execution effectivenessMonitors progress across enterprise of benefit realization and execution effectiveness to process through gates – work with planning to address any impact to fundingResponsible for periodic reporting to interested parties regarding status of enterprise wide initiativesMonitors demand /capacity analysis across organization to identify and help address issuesWorks with OE and Portfolio Managers to define typical oversight and ownership modelsDevelops risk and issue tracking tools / approach for organization and monitors resolution of unit and cross unit issuesDefines Corporate Escalation process and facilitates meetings what it expands beyond local steering committee levelEnsures contingency plans in place across enterpriseDevelops and distributes change management tools, and monitors usage of toolsConducts periodic audits of compliance with SDLC protocols and provides training where necessaryDevelops and provides training on standardized project management, quality management and SDLC protocols and provides SME resources when occasion arisesDevelops and manages process for readiness reviews – periodic assessments of a project’s position in relation to schedule, expectations, issues and change requestsDevelops tools to conduct dependency assessments and mechanisms to share resource requirements with affected groupSDevelops mechanisms to monitor and measure benefit realization and process improvement impactsAccumulates benefit realization and process improvement impacts across portfolios – responsible for reporting to EOT and Integrated Planning and Strategy FunctionDevelops knowledge bases to support risk and issue management, document repository needs, change management / scope management needs, reporting requirementsMaintains and distributes tool updates and training to portfolio managers and project management supportManages consultant usage across enterprise – track usage, costs and ability to leverage to internal resourcesPotentially manages cadre of people to supplement resource requirement spikes across organizationReviews projects across enterprise to determine conflicts between local level and Enterprise initiatives



REQUIREMENTS:

 

Education:
Bachelor’s Degree in Business Administration or related field; MBA preferred

 

Experience:Minimum ten years experience in a strategic planning, consulting and operations environmentMinimum five years successful management experienceHealth or managed care experience requiredProject Management experience or PMP Certification desired
