Acquisition Specialist/Buyer

Position Description:

Procures materials and services through use of negotiation techniques.  Position requires extensive purchasing experience, which includes determining customer requirements, reviewing specifications, initiating big processes where applicable, evaluating offers (to include price analysis methods), preparing consistent industry standard Purchase Order documents, and establishment of professional vendor relationships and follow-up.

 

Candidate must be capable of working simple to high complexity procurements and contracts with occasional supervision.  Will also need experience with the proposal process.  Subcontracting analysis and negotiations of single/sole source procurements and subcontracting activities. Evaluates bids or proposals for compliance with Federal Acquisition Regulations FAR and NASA. Where applicable, establish and maintain ISO 9001 requirements .Position also requires extensive purchasing experience, which includes determining customer requirements, reviewing specifications, initiating bid process, evaluating offers (to include price analysis methods), preparing standard purchase order documents and establishment of professional vendor relationships and follow-up. 

 

Daily Responsibilities:Procures required materials and services inclusive of a variety of highly specialized electrical, electronic, and electromechanical space flight components, hardware and supplies, obtaining the quantity, quality, and price that represents the best value.Complies fully with the Federal Acquisition Regulations (FAR). NASA FAR Supplement, Uniform Commercial Code (UCC) and contracting principles; laws, regulations, policies and company standard operating procedures in all duties.  Coordinates with vendors and Receiving, Inventory Management, Procurement, Accounting and Physical distribution personnel, as required, to place buys and to follow-up on vendor actions through delivery and resolve shipment/receiving discrepancies.Acquires Develops and maintains complete documentation for all purchases.  When necessary, obtains sole source justification from the requestor.  Solicits quotations from suppliers using catalogs, price lists, direct telephone contacts and written data, to ensure that the offer meets specifications and is favorably priced.Analyzes proposed prices/costs.  Evaluates technical and audit reports, forecasts price trends and other economic factors necessary to make an award.Negotiates and awards purchase orders.Procures specialized hardware supplies and administers major Blanket Purchase Agreements (BPA).

 

RequirementsBachelor?s Degree in business or 5 years experience in procurement/acquisition/contracting with a firm/agency involved with government purchasing/contracting.Excellent written and verbal skills a mustMust be proficient in  ERP/MRP system environmentBe familiar with Federal Acquisition Regulations (FAR
