Director, Purchasing

Position Description: Create, develop, and implement Kelly's Strategic Sourcing vision/approach to build departmental world class purchasing capabilities, for commodities, services and projects assigned. Oversee the creation of commodity specific strategies, cost improvements and process innovations, which result in positive ROI and increased value. Customer Engagement ' Ensures that customer requirements are identified and link to purchasing strategy, metrics, and future initiatives. Sits at the table with senior business partners and participates in developing business plans. Partner with internal customers on procurement activities to select and manage supplier relationships to ensure highest levels of quality, service and delivery. Effectively lead supplier selection activities including development of comprehensive bids, negotiations, award recommendations and development of sound contract terms, while ensuring highest level of ethics and fairness of competition. Direct supplier development programs, establish and monitor key performance indicators and provide measurement/reporting. Direct contract terms to ensure compliance. Key supplier interface point for all supplier communications, off-contract projects, working sessions, etc. Provide council to internal customers on purchasing leading practices, as they relate to supplier interactions and responding as suppliers to customer requirements (e.g. support to Kelly operations).

Duties & Responsibilities:
Responsible for all activities associated with procurements assigned. General responsibilities include, but are not limited to:
'Support company's overall strategic business objectives

'Partner with internal customers in the development, implementation and maintenance of key commodity strategies

'Internal customer requirements definition

'Spend analysis and forecasting, by commodity and supplier

'Procurement strategy, long term and short term, supported by analysis/understanding of trend analysis, market economics, commodity characteristic, cost modeling, etc.

'Supplier qualification and bid development strategy

'Customer relationship tracking and reciprocal relationship management

'PO approval

'Contract/Agreement terms and conditions development and negotiations

'Organizational 'buy-in' for recommendations made, executive briefings and other summary communications

'Annual commodity cost reductions/avoidance targets; annual goals to be developed beginning of the year

'Process improvements (efficiencies); annual goal to be developed the beginning of the year

'Supplier performance management program

'Innovative thought in the application of leading practices to company processes and systems

'Training and direction of staff reports

'Month-end close

'QA leader

'Special projects as assigned

Desirable Qualifications and Experience:
Minimum Requirements:
'Bachelor's degree in Supply Chain Management, Business, with MBA preferred.

'10 years extensive experience in implementing strategic sourcing leading practices, which lead to total cost/process improvements.

'Leads managers who manage teams responsible for multiple commodities.

'Significant responsibilities in the developing, deploying, and approval of an overall strategic plan.

'Forecasts, and evaluates financial plans and operating budgets. Sponsors business cases for changes to budget. Is accountable for achieving department and/or service budget.

'Provides leadership to direct report staff members and their teams. This includes JDQs, performance management, training, coaching, mentoring, recognition. Facilitates succession planning and mentoring process.

'At least 5 years experience leading managers who manage large complex projects or processes.

'Ability to develop purchasing strategic plan in alignment with overall business strategy.

'International purchasing knowledge/experience.

'Strong analytical capabilities and understanding of business analysis tools/strategy development, and can apply/communicate in an effective manner.

'Strong internal customer partnership and relationship building skills, with past consulting/customer relationship management experience preferred.

'Experience effectively leading and implementing major contract negotiations, and managing/developing suppliers for decreased cost & increased performance.

'Ability to create effective RFP's and contract terms.

'Six Sigma certification preferred.
