Director of Procurement and Material Control

 

 

RESPO RESPONSIBILITIES:

? Act as LI Bus?s Chief Procurement Officer and oversee the agency?s annual and ongoing operating

  and capital procurement program to achieve cost-efficient, effective, and timely awards as well as direct

  and manage procurement/material control staff.

?  Advise, review, recommend, and develop policy and procedural changes and alternative strategies to

increase efficiency and effectiveness of the procurement function. 

?  Plan, develop, and coordinate major procurement initiatives and develop solicitations and contracts

 including capital and operating contracts.

?  Establish, implement, and ensure compliance with procurement policy in accordance with applicable MTA,

  state, and federal guidelines, rules, and regulations. 

?  Serve as agency procurement representative for MTA and FTA audits, all-agency meetings, and coordinate

 efforts with appropriate personnel regarding procurement, grant management, audit, information technology,

 and legal.

?  Prepare related reports including the annual procurement report, quarterly inventory reports, disadvantaged

 business enterprise reports, and quarterly savings report as well as monthly procurement performance

 indicators and budget reports.

?  Develop solicitations and contracts, and manage the procurement process, including capital and

 operating contracts. This would include reviewing and approving formal contracts and change orders,

  negotiating terms and conditions, cost/price, disputes, liquidated damages as well as overseeing and

participating in debriefings, pre-proposal conferences, and protests as required.

?  Oversee material control and the inventory planning unit, including the procurement of sufficient levels of

  bus inventory, preparing budget reports, and providing historical analyses of inventory usage to support

  planning and material forecasts.

?  Direct the development of inventory and non-inventory reports and schedules for departmental users.

?  Direct preparation of monthly submission to the LIRR/LI Bus Committee and the MTA Board as well as

review and approval procurement staff summaries for executive sign-off.

?  Oversee and direct the management of the agency?s administrative support services.

 

QUALIF  QUALIFICATIONS:

?  Bachelor?s Degree in a related field with ten years professional experience in procurement or an

  equivalent combination of education and experience.

?  Five years of managerial/supervisory experience is preferred.

?  Ten years? experience in public sector procurement and/or contract law is required.

?  Thorough knowledge of federal, state, local, and governmental agency regulations pertaining to

  procurement

is required.

?  Advanced knowledge of creative contracting techniques, negotiation strategies, and management

   skills are required.

?  Excellent written and oral communication skills are required.

?  Must be organized and detail-oriented.

?  Demonstrated leadership and problem solving abilities are required as well as the ability to effectively

   function in a high visibility position in a public sensitive organization.

?  Strong knowledge of computer systems and their application to the procurement process is required.
