Procurement Manager - Environmental Services

Shell Oil Products US. is currently seeking a Procurement Manager ? Environmental Services for its Houston, Texas location.
Responsibilities:
In this position, you will be responsible for performing various contracting and procurement functions for the Downstream Environmental Services group. The ES group manages remediation projects at Retail, Terminal, Pipeline, and Manufacturing locations for Shell Oil Products US and Motiva.
You will be responsible for developing and implementing national and regional strategies in this area. Additionally, you will manage the analytical testing (Labs) category across multiple lines of businesses within the US Downstream organization. This category is managed through effective contract performance reviews using defined key performance indicators (KPIs) and other established metrics.
You will be involved in global initiatives for streamlining and standardizing processes in support of the Lead ES PM and the Global Category Manager for Environmental Services.
Key Accountabilities Include:
- Providing C&P expertise and advice as required to stakeholders in all lines of Downstream businesses
- Working closely with Downstream legal staff in order to advise and enforce contractual obligations as necessary
- Understanding, working within, and promoting the requirements of SOX
- Being an aggressive advocate of safety for all parties affected by ES efforts, which include: employees, contractors, members of communities and the environment
- Analyzing competitors in markets; evaluate vendor financial and operational strengths (and weaknesses)
- Tendering business requirements (OLB, negotiations, etc.)
- Determining and developing contracts under the most appropriates structures (lump sum, unit costs, time and material, etc.)
- Analyzing costs in relation to industry benchmarks, actual expense, budget, and market pressures
- Modeling options for award strategies to optimize value including quality, savings, and timing for completion
- Implementing contracts with service vendors including terms and conditions, pricing, and performance management plans
- Enforcing DS1 procurement policies per the DOA
- Managing suppliers? performance through contract performance reviews utilizing KPIs and performance metrics
- Being prepared to submit required C&P documents and make presentations (in person and/or virtual) to Downstream Contract Review Boards (both regional and global)
- Implementing initiatives from the Global Category Managers
- Participating in special projects for the Global C&P Team, other marketing groups, and other Lines of Businesses as needed
Requirements:
To be considered for this position, you must possess a Bachelor?s Degree (MBA preferred) in Business Administration, Economics, Operations Management, or Engineering and have approximately 5 or more years of relevant professional experience.
Additional Requirements:
- C&P/SCM experience and success in managing category value improvement and savings targets
- Experience using the Category Management Process, Supply Chain Management procedures, Contract Review Board submittals and presentations
- Experience with managing projects a plus
- Ability to effectively influence decisions
- Proficiency in MS Excel, MS Word, MS PowerPoint, and the ability to quickly learn other software packages such as, On Line Bidding, GCMS
- Ability to deliver on commitments for value improvements (Bottom Line Improvements, Cost Avoidance, cost reductions through streamlining supply chains) strategy formulation, problem resolution, and stakeholder engagement in a fast paced, dynamic environment with multiple and competing priorities
- Strong Teamwork/Communications skills are critical
- Commitment to delivering consistent high quality service to internal and external stakeholders
- Strong negotiation and commercial skills
- Market and Financial Analysis
- Sound understanding of the SOPUS Retail, MFR, S&D a plus
- Understanding of TSDF and analytical testing vendors also a plus
