Job Description

Major Responsibilities:

Under general supervision, places purchase orders for the largest and most complex projects with approved vendors for materials, machinery, equipment, tools, parts, and a full spectrum of other supplies or services at assigned site.
- Receives and reviews a wide variety of requisitions.
- Supports one or more specialized areas requiring an increased depth of knowledge.
- Interviews vendors to obtain information concerning product/service, price, availability, and delivery date.
- Estimates value according to knowledge of market price.
- Reviews bid proposals from vendors and recommends or enters into contracts within limits of delegated authority.
- Maintains records of purchased items, cost, delivery, performance and inventory, and approves bills for payments within limits of delegated authority.
- Discusses defects with quality control/inspection personnel to determine source of defect and initiates corrective action.
- Performs other duties as required.

Minimum Requirements:

- Education and/or experience equivalent to a Bachelor's degree.
- Five (5) years of purchasing experience.
- Knowledge of sources of supply, markets and price trends, and the various grades and qualities of a wide variety of materials, supplies, and equipment.
- Knowledge of purchasing rules, regulations, methods, forms purchase orders and accounts payable processes.
- Experience with a variety of computer software, including word processing, database and spreadsheet applications.
- Ability to research and gather information related to vendors, contracts, equipment and supplies.
- Ability to negotiate and administer contracts.
- Ability to use computer databases to research, maintain and update records and files.
- Ability to develop and maintain awareness of occupational hazards and safety precautions. Skilled in following safety practices and recognizing hazards
- Ability to communicate effectively, both orally and in writing.

Preferred Qualifications:

- Demonstrated experience with MIMS/Ellipse software.
- Demonstrated experience with Ariba software.
- APP or CPM Certification.
- Bilingual skills.
- Knowledge of Contracts Administration and reporting requirements.
- Knowledge of Project Management techniques and practices.
- Knowledge of Insurance standards and requirements.
