REAL ESTATE SPECIALIST
The United States Postal Service has the following excellent and challenging employment opportunity for highly motivated and innovative individuals to work in our Great Lakes Facilities Service office in BLOOMINGDALE, IL. Successful candidates must demonstrate through a combination of education, training, and experience the following requirements:
REQUIREMENTS (LEVEL EAS-19):
1. Ability to conduct surveys and technical analyses on facility acquisition and management projects.
2. Ability to collect, develop and analyze market data sufficient to prepare estimates of cost and value.
3. Ability to evaluate the physical characteristics and utility of real property.
4. Ability to communicate in writing to prepare general correspondence, reports and recommendations.
5. Ability to communicate orally to serve as a liaison on real estate issues and negotiate with property owners.

6. Knowledge of real estate contract law, commercial real estate terminology, and financing methods and techniques.
7. Ability to conduct surveys and technical analyses on facility acquisition and management projects.

9. Ability to evaluate the physical characteristics and utility of real property.
10. Ability to read and understand boundary and topographic surveys.
11. Ability to communicate in writing to prepare bidder's packages, tax assessment appeals, general correspondence, reports and recommendations.
12. Ability to communicate orally to serve as a liaison on real estate issues and negotiate with property owners.
REQUIREMENTS (LEVEL EAS-23):
13. Knowledge of real estate contract law, commercial real estate terminology, and financing methods and techniques at a level sufficient to conduct surveys, perform technical analyses, and provide guidance on facility acquisition and management projects and programs.
14. Knowledge of USPS real estate requirements at a level sufficient to advise architects and engineers during design and construction.
15. Ability to evaluate and develop recommendations on the suitability of current and proposed sites and facilities.
16. Ability to collect, develop and analyze market data to perform land and property cost and value estimates and to conduct comparative analysis on sites.
17. Ability to assess the physical characteristics and utility of real property.
18. Ability to read and understand boundary and topographic surveys.
19. Ability to prepare and appeal tax assessment cases.
20. Ability to communicate in writing to prepare correspondence, reports, proposals, bidder's packages, and recommendations for management and contracting officials.
21. Ability to communicate orally to coordinate and negotiate with property owners, contractors, financial and industry representatives, and government officials at all levels on real estate issues.
22. Ability to coordinate the work of lower level specialists to achieve project objectives, including organizing and monitoring the work, facilitating the flow of work-related information, and providing technical guidance.
SPECIAL CONDITION(S): This position involves moderate to frequent travel.
NOTE(S):
CAREER LADDER PROGRAM. This vacancy may be filled at either E.A.S.-19; E.A.S.-21; OR E.A.S.-23 depending on qualifications. If applying for E.A.S.-19, address Requirements 1-5. If applying for E.A.S.-21, address Requirements 6-12. If applying for E.A.S.-23, address Requirements 13-22. Participants in this Career Ladder Program do not participate in the Pay for Performance Program.
Qualified applicants must successfully pass a pre-employment drug screening to meet the U. S. Postal Service's requirement to be drug free. Applicants must also be a U. S. citizen or have permanent resident alien status.
The salary range is $43,891 - $91,460. Salary will be based on previous experience, salary history, and current postal pay policies.
