SUMMARY:

This position is located in the Real Property Management Division of the Office of Real Estate, Bureau of Overseas Buildings Operations, and U.S. Department of State.  The incumbent serves as an expert Realty Specialist responsible for the management of the Department of State?s real property lease management program; provides authoritative support of the real property management efforts at all U.S. diplomatic missions overseas through guidance and interpretation of U.S. Department of State regulations, policies, and procedures; and the incumbent takes an integral role in strategic planning and the development of long-term goals and objectives.

 

DUTIES:

The incumbent administers the ongoing, long-term process of implementing the Lease Management Program to embassies and consulates worldwide; monitors and evaluates the lease management program to identify and evaluate specific real estate management problems or developing trends requiring attention and action; analyzes data and makes recommendations on real estate lease management matters such as housing standards, office space standards, and special use requirements as it relates to the Department of State policies (15 Foreign Affairs Manual); develops reports and analyzes the results to make input to the decision process for the leasehold management program; maintains contacts with officials of other foreign agencies as necessary to provide guidance on the lease management program; and travels internationally, as needed, to posts to provide real property management guidance, regulation interpretation, research lease property records and archives to provide answers to leasehold and property ownership questions; and to conduct instruction to ensure the lease management and housing policy are being properly and efficiently applied.  The incumbent is required occasionally to provide classroom instruction in lease management to Department of State employees

 

QUALIFICATION REQUIREMENTS:

Applicant must have at least 1 years of specialized experience (equivalent to the GS-11, GS-12, or GS-13 level in the Federal service), which has equipped him/her with the particular knowledge, skills and abilities to successfully perform the duties of the position.  International work experience is desired in the real property management industry or real estate. This experience must be related to the work of the position as defined in the duties and must be equivalent to the next lower grade level.

 

Applicants must address the following knowledge, experience, skills, and abilities:

 

1.  Knowledge and skill in lease or property management.

2.  Experience in interpreting and implementing organization regulations, policies, and procedures which relate to lease and/or property management

3.  Experience in the use of computer applications such as excel, PowerPoint, access, and property management data base applications such as Tririga, Real Property Application or other similar applications is desirable.

4.  Must possess excellent skills in both oral and written communication.

 

MANDATORY: Applicant must be a U.S. Citizen (Failure to state this on your original application will render you ineligible for consideration.).  A Security clearance is required prior to employment.  Travel may be to single or multiple remote or undeveloped locations and travel may be required with little notice.  Relocation expenses are not authorized.

 

This position is a one-year renewable personal service contract position. This position may be filled at the PSC (GS)-11, 12, or 13 grade levels ($54,272 - $100,554).  This position is located in Arlington, VA.
