Resident Property Manager
The Salvation Army, Silvercrest Management is seeking a Resident Property Manager for our 83-unit senior residence. This is a full-time position.
POSITION DETAILS:
Job Summary: Responsible for the day to day function of a Salvation Army Silvercrest housing facility. Responsibilities include insuring financial integrity, physical conditions, leasing and occupancy of the building, and compliance with federal laws and policies governing the operation of a federally assisted Section 202 or Section 236 property.
Primary Responsibilities and Tasks:
? Implements the procedures and tasks of building management as outlined in Silvercrest Operating Procedures Manual and Salvation Army policies.
? Responsible for following HUD guidelines for the eligibility process of applicants and re-certifications of current residents
? Interact with applicants by providing answers regarding general eligibility questions by appointment, via phone or general correspondence.
? Inspect vacated units, and ensure units are cleaned, repaired, and painted as necessary for move-in.
? Responsible for direct day to day activities of loss prevention, risk management, safety/security and maintenance.
? Develop and implement annual budget. Reviews expenditures regularly and adjusts activities to remain in budget compliance.
? Reviews invoices submitted by vendors for accuracy and applicability.
? Assures that rents and other charges are calculated correctly and collected in a timely manner.
? Responsible for the annual schedule of work in the areas of property inspection and preventive maintenance, tenant certification and recertification, vendor selection and small contracting, unit turn-over and re-leasing, building and grounds safety, property appearance, staff training and evaluation.
? Manage tenant relations and coordinate requests for repairs and maintenance, understanding of rent charges, lease issues and other tenant concerns.
? Maintain complete and accurate property and resident files and records according to TSA policies & procedures.
? Communicate and coordinates regularly with local Salvation Army officers.
? Hire, train and support staff in all necessary areas of operation.
? Provides records and reports as required by supervisor in an accurate and timely fashion.
? Interacts with local agencies and service providers in the community. Depending on property may coordinate with Service Coordinator, either on-site or contracted.
? Represents The Salvation Army in a positive and professional manner by maintaining positive relationships with Silvercrest residents, vendors and Salvation Army staff.
? Will be required to perform other duties as requested by Manager.
Supervision
? Supervises support staff in the daily operation of the Silvercrest property. Supervises work for completion, cost-effectiveness, efficiency and level of service to residents, as well as staff interaction with residents and vendors.
QUALIFICATIONS / REQUIREMENT: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
? Strong supervisory skills, coupled with excellent oral and written communication skills.
? Strong organizational and time-management skills.
? Positive, innovative approach to problem solving. Presents ideas in a clear, concise, and organized manner; negotiate, persuade and modify opinion in order to reach goals/objectives of Salvation Army.
? Ability to read and understand budgets and budgeting procedure
? Knowledge of HUD regulations regarding occupancy and resident selection.
? Knowledge of Fair Housing laws and regulations.
? PC literacy is required including Word, Excel & Lotus Notes
? 3-4 years experience in property management
PREFERRED QUALIFICATIONS
? Experience in managing government subsidized housing
? Knowledge of HUD Manager software
? Experience in management of employees
Physical Demands
? Will use near vision at 20 inches or less to far vision of 20 feet or more as well as depth perception to judge distance and space relationship.
? Position requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work may involve sitting for extended periods of time.
? Repetitive motion of wrists, hands and fingers to operate computer and keyboard as well as telephone.
This position comes with a two-bedroom apartment on-site and will require after hours on-call duty.
